This book explores and analyzes emerging innovations within today's most cutting-edge science and technology (S & T) areas, which are cited as carrying the potential to revolutionize governmental structures, economies, and international security. Some have argued that such technologies will yield doomsday scenarios and that military applications of such technologies have even greater potential than nuclear weapons to radically change the balance of power. As the United States looks to the future - whether dominated by extremist groups co-opting advanced weapons in the world of globalized non-state actors or states engaged in persistent regional conflicts in areas of strategic interest - new adversaries and new science and technology will emerge. Choices made today that affect science and technology will impact how ably the US can and will respond. Chapters within the book look at the changing strategic environment in which security operations are planned and conducted; how these impact science and technology policy choices made today; and predictions of how science and technology may play a beneficial or deleterious role in the future. Some game changing technologies have received global attention, while others may be less well known; the new technologies discussed within this proposal, as well as future discoveries, may significantly alter military capabilities and may generate new threats against military and civilian sectors.

Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution,' such as artificial intelligence, autonomous systems, 'big data,' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military–civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries – the United States, China, India, and Israel – are attempting to use MCF to support national military-technological innovation. It will interest scholars, researchers, and advanced students of military, security, and technology studies, as well as analysts and policymakers in military and defense organizations.

This volume argues that contemporary political and security revisionism should not be considered a homogenous attack against the international order but rather a bag of tailor-made strategies to exploit opportunities found in various, highly localised contexts. Scholars with backgrounds in Security Studies, Area Studies, International Relations and Political Theory are brought to examine revisionist tendencies in Central Eastern Europe, Post-Soviet Space, China and the Transatlantic Space. In doing so, they try to remedy the existing disciplinary separatism, or ‘policing’, which has obfuscated any theorisation of the connections between international and domestic politics for many decades. Part of the analytical focus is on novel phenomena, especially the utilization of cyberspace and new social media and technological innovation. One of the conclusions of this volume is that the rise in contemporary revisionism shows the oft-forgotten importance of the first image of international politics: political leaders, in other words, do indeed matter. The fact that they matter is only reinforced when they represent regional or even great powers, and especially revisionist regimes and states with the propensity to produce complex effects. The chapters in this book were originally published as a special issue of the journal Europe-Asia Studies.

This book explores how revolutionary developments and convergence of the chemical, life and associated sciences are impacting contemporary toxin and bioregulator research, and examines the risks of such research being misused for malign purposes. Investigating illustrative cases of dual use research of potential concern in China, India, Iran, Russia, Syria and the USA, the authors discuss how states can ensure such research and related activities are not utilised in weapons development. Although toxins and bioregulators are, in theory, covered by both the Biological and Toxin Weapons Convention and Chemical Weapons Convention, this apparent overlap in reality masks a dangerous regulatory gap – with neither Convention implemented effectively to address threats of weaponisation. This book highlights the potentially damaging consequences for international peace and security, and proposes realistic routes for action by states and the scientific community.

Vigorous competition between and within religious movements has led to their accumulating great power and wealth. Religions in many traditions have honed their competitive strategies over thousands of years. Today, they are big business; like businesses, they must recruit, raise funds, disburse budgets, manage facilities, organize transportation, motivate employees, and get their message out. In The Divine Economy, economist Paul Seabright argues that religious movements are a special kind of business: they are platforms, bringing together communities of members who seek many different things from one another—spiritual fulfilment, friendship and marriage networks, even business opportunities. Their function as platforms, he contends, is what has allowed religions to consolidate and wield power. This power can be used for good, especially when religious movements provide their members with insurance against the shocks of modern life, and a sense of worth in their communities. It can also be used for harm: political leaders often instrumentalize religious movements for authoritarian ends, and religious leaders can exploit the trust of members to inflict sexual, emotional, financial or physical abuse, or to provoke violence against outsiders. Writing in a nonpartisan spirit, Seabright uses insights from economics to show how religion and secular society can work together in a world where some people feel no need for religion, but many continue to respond with enthusiasm to its call.
