Released every three years since March 2003, the United Nations World Water Development Report (WWDR), a flagship UN-Water report published by UNESCO, has become the voice of the United Nations system in terms of the state, use and management of the world's freshwater resources. The report is primarily targeted at national decision-makers and water resource managers, but is also aimed at educating and informing a broader audience, from governments to the private sector and civil society. It underlines the important roles water plays in all social, economic and environmental decisions, highlighting policy implications across various sectors, from local and municipal to regional and international levels. Similarly to the first two editions, this report includes a comprehensive and up-to-date assessment of several key challenge areas, such as water for food, energy and human health, and governance challenges such as institutional reform, knowledge and capacity-building, and financing, each produced by individual UN agencies.

The provision of water supply, sanitation and wastewater services generates substantial benefits for public health, the economy and the environment. Benefits from the provision of basic water supply and sanitation services such as those implied by the millennium development goals are massive and far outstrip costs. Benefit-to-cost ratios have been reported to be as high as 7 to 1 for basic water and sanitation services in developing countries. Wastewater treatment interventions can generate significant benefits for public health, the environment and for certain economic sectors such as fisheries, tourism and property markets, although these benefits may be less obvious to individuals and more difficult to assess in monetary terms. Finally, protecting water resources from pollution and managing water supply and demand in a sustainable manner can deliver clear and sizeable benefits for both investors in the services and end water users. Investments in managing water resources are going to be increasingly needed in the context of increasing water scarcity at the global level. The full magnitude of the benefits of water services is seldom considered for a number of reasons. Non-economic benefits that are difficult to quantify but that are of high value to the concerned individuals and society, i.e. non-use values, dignity, social status, cleanliness and overall well-being are frequently under-estimated. When privatization of public services swept the developing world in the 1990s, it was part of a seemingly unstoppable tide of neoliberal reforms aimed at reducing the role of the state and reorienting economies toward market-led policymaking. Consequently, water privatization sparked a fierce debate over whether public services should be owned and managed by private corporations, and gave rise to a water justice movement that redefined water services as basic humanrights. The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. The annual World Water Development Reports focus on strategic water issues. UN-Water Members and Partners, all experts in their respective fields, contribute the latest findings on a specific theme. The 2017 edition of the World Water Development Report focuses on 'Wastewater' and seeks to inform decision-makers, inside and outside the water community, about the importance of managing wastewater as an undervalued and sustainable source of water, energy, nutrients and other recoverable by-products, rather than something to be disposed of or a nuisance to be ignored. The report's title - Wastewater: The Untapped Resource - reflects the critical role that wastewater is poised to play in the context of a circular economy, whereby economic development is balanced with the protection of natural resources and environmental sustainability, and where a cleaner and more sustainable economy has a positive effect on the water quality. Improved wastewater management is not only critical to achieving the Sustainable Development Goal on clean water and sanitation (SDG 6), but also to other goals of the 2030 Agenda for Sustainable Development.

The WWDR 2014 on Water and Energy is now an annual and thematic report with a focus on different strategic water issues each year. It is shorter in the order of 100 pages with a standardized structure and data and case studies annexes related to the theme. The WWDR 2014 will be launched during the main World Water Day celebrations in Tokyo, Japan on 21 March 2014. Water and energy are closely interconnected and highly interdependent. Trade-offs need to be managed to limit negative impacts and foster opportunities for synergy. Water and energy have crucial impacts on poverty alleviation both directly, as a number of the Millennium Development Goals depend on major improvements in access to water, sanitation, power and energy sources, and indirectly, as water and energy can be binding constraints on economic growth the ultimate hope for widespread poverty reduction.
