This volume contains papers presented at the US/European Celestial Mecha nics Workshop organized by the Astronomical Observatory of Adam Mickiewicz University in Poznan, Poland and held in Poznan, from 3 to 7 July 2000. The purpose of the workshop was to identify future research in celestial mech anics and encourage collaboration among scientists from eastem and westem coun tries. There was a full program of invited and contributed presentations on selected subjects and each day ended with a discussion period on a general subject in celestial mechanics. The discussion topics and the leaders were: Resonances and Chaos-A. Morbidelli; Artificial Satellite Orbits-K. T. Alfriend; Near Earth Ob jects - K. Muinonen; Small Solar System Bodies - I. Williams; and Summary - P. K. Seidelmann. The goal of the discussions was to identify what we did not know and how we might further our knowledge. The size of the meeting and the language differences somewhat limited the real discussion, but, due to the excellence of the different discussion leaders, each of these sessions was very interesting and productive. Celestial Mechanics and Astrometry are both small fields within the general subject of Astronomy. There is also an overlap and relationship between these fields and Astrodynamics. The amount of interaction depends on the interest and efforts of individual scientists.

IAU Colloquium 165, Dynamics and Astrometry of Natural and Artificial Celestial Bodies, was held in Poznan, Poland, in July 1996, bringing together over 200 scientists from 27 countries who discussed their work in 179 oral and poster presentations. The present volume contains 83 of the papers presented at the meeting. The meeting brought together specialists from diverse fields who focused on the very close collaboration between dynamics and astrometry, where one discipline contributes to the progress of the other. The oral sessions were organized into general categories pertaining to: solar system dynamics; new observational techniques, catalogues, and astrometry; dynamics and observational problems of artificial satellites and space debris; rotation of solar system objects; reference systems and astronomical standards; new mathematical techniques; and three all-day poster sessions. This volume is divided into seven parts, comprising 83 contributions, a list of participants and an index.

This volume contains the detailed text of the major lectures and the abstracts of the lectures delivered during the seminar sessions. The subject of our NATO Advanced Study Institute in 1981 was the Application of Modern Dynamics to Celestial Mechanics and Astrodynamics. This Preface will first explain the terminology, then it will review shortly the content of the lectures and will outline how all this was made possible and, finally, it will disclose our future aspirations. Periodicity is an extremely important concept in our field, therefore, it should not be unexpected that our NATO Advanced Study Institute is enjoying a period of three years. Since 1972 we conducted four Institutes with increasing interest and en thusiasm displayed by the participants, lecturers and by this Director. Celestial Mechanics or Dynamical Astronomy is part of Astronomy dealing mostly with the motion of natural celestial bodies. Astrodynamics or Orbital Mechanics is the application of dynamics to problems of Space Engineering and it treats mostly the dynamical behavior of artificial satellites and space probes. The underlying mathematical and dynamical principles are, of course, the same for Celestial Mechanics and for Astrodynamics. Analysis of the orbital motion of the Earth, the Moon and other planets and their satellites led to the discovery that all bodies in the Solar System are moving with the first cosmic velocity of their proto parents. The mean orbital velocity of each planet is equal to the first cosmic velocity of the Protosun, the radius of which is equal to the semi-major axis of the planet’s orbit. The same applies for the planets’ satellites. All the small planets, comets, other bodies and the Sun itself follow this law, a finding that has also been proven by astronomical observations. The theoretical solutions based on the Jacobi dynamics explain the process of the system creation and decay, as well as the nature of Kepler’s laws.

The reader will find in this volume the Proceedings of the NATO Advanced Study Institute held in Maratea-Acquafredda, Italy, between June 29 and July 12, 1997, entitledTHE DYNAMICS OF SMALL BODIES IN THE SOLAR SYSTEM: A MAJOR KEY TO SOLAR SYSTEM STUDIES . This Advanced Study Institute was the latest in the 'Cortina' series of NATO ASI's begun in the early 1970's firstly under the directorship of Professor Victor Szebehely and subsequently under Professor Archie Roy. All, except the latest, were held at the Antonelli Institute, Cortina d'Ampezzo, Italy. Many of those now active in the field made their first international contacts at these Institutes. The Institutes bring together many of the brightest of our young people working in dynamical astronomy, celestial mechanics and space science, enabling them to obtain an up-to-date synoptic view of their subjects delivered by lecturers of high international reputation. The proceedings from these institutes have been well-received in the internationalcommunity of research workers in the disciplines studied. The present institute included 15 series of lectures given by invited speakers and some 45 presentations made by the other participants. Astronomy and Astrophysics Abstracts is devoted to the recording, summarizing and indexing of astronomical publications throughout the world. Two volumes are scheduled to appear per year. Volume 67 records 10,903 papers covering besides the classical fields of astronomy and astrophysics such matters as space flights related to astronomy, lunar and planetary probes and satellites, meteorites and interplanetary matter, X rays and cosmic rays, quasars and pulsars. The abstracts are classified under more than one hundred subject categories thus permitting quick surveying of the bulk of material published on the same topic within six months. For instance, this volume records 119 papers on minor planets, 155 papers on supernovae, and 554 papers on cosmology.

In their approach to Earth dynamics the authors consider the fundamentals of Jacobi Dynamics (1987, Reidel) for two reasons. First, because satellite observations have proved that the Earth does not stay in hydrostatic equilibrium, which is the physical basis of today’s treatment of geodynamics. And secondly, because satellite data have revealed a relationship between gravitational moments and the potential of the Earth’s outer force field (potential energy), which is the basis of Jacobi Dynamics. This has also enabled the authors to come back to the derivation of the classical virial theorem and, after introducing the volumetric forces and moments, to obtain a generalized virial theorem in the form of Jacobi’s equation. Thus a physical explanation and rigorous solution was found for the famous Jacobi’s equation, where the measure of the matter interaction is the energy. The main dynamical effects which become understandable by that solution can be summarized as follows: • the kinetic energy of oscillation of the interacting particles which explains the physical meaning and nature of the gravitation forces; • separation of the shell’s rotation of a self-gravitating body with respect to the mass density; difference in angular velocities of the shell rotation; • continuity in changing the potential of the outer gravitational force field together with changes in density distribution of the interacting masses (volumetric center of masses); • the nature of the precession of the Earth, the Moon and satellites; the nature of the rotating body’s magnetic field and the generation of the planet’s electromagnetic field. As a final result, the creation of the bodies in the Solar System having different orbits was discussed. This result is based on the discovery that all the averaged orbital velocities of the bodies in the Solar System and the Sun itself are equal to the first cosmic velocities of their proto-parents during the evolution of their redistributed mass density. Audience The work is a logical continuation of the book Jacobi Dynamics and is intended for researchers, teachers and students engaged in theoretical and experimental research in various branches of astronomy (astrophysics, celestial mechanics and stellar dynamics and radiophysics), geophysics (physics and dynamics of the Earth’s body, atmosphere and oceans), planetology and cosmogony, and for students of celestial, statistical, quantum and relativistic mechanics and hydrodynamics.
