E Governance A Comprehensive Framework

ABOUT THE BOOK The book draws on the diagnostic study of E-Governance projects in India, carried out with an objective to capture the inter-dependence of technology (IT), people (functionaries), processes and systems. The study employed a combination of participatory and management tools and techniques. Through in-depth analysis and academic rigour, the book covers the following vital aspects of E-Governance: ? Business Process Reengineering (BPR) and change management, ? Strategy formulation, and ? Citizen-centric E-Governance system design. The book emphasises that the success of E-Governance initiatives hinges on institutional changes and not only on introduction of IT, and it requires a coherent integration of IT, people and the processes. The National e-Governance Plan (NeGP) in India has provided a big platform for scaling up initiatives under E-Governance across the country. It offers big opportunity for the Government to transform its functioning. Though there have been a number of successful pilot projects under E-Governance in the country, a complete roll out will require successful handling of complex issues of system design ? process reengineering, work culture management, capabilities, organisational development, citizens? aspirations and so on. The book provides invaluable insights about E-Governance system design and management, and will contribute significantly for operationalising NeGP.

Drawing lessons from the eFez Project in Morocco, this volume offers practical supporting material to decision makers in developing countries on information and communication technologies for development (ICT4D), specifically e-government implementation. The book documents the eFez Project experience in all of its aspects, presenting the project’s findings and the practical methods developed by the authors (a roadmap, impact assessment framework, design issues, lessons learned and best practices) in their systematic quest to turn eFez’s indigenous experimentations and findings into a formal framework for academics, practitioners and decision makers. The volume also reviews, analyzes and synthesizes the findings of other projects to offer a comparative study of the eFez framework and a number of other e-government frameworks from the growing literature.

As noted in a related paper, information and communication technologies have a valuable potential to help meet good governance goals in developing countries. Yet that potential remains largely untapped to date. Why? Because of poor human, organisational and technological infrastructure and because of the inappropriate approaches taken by donors, vendors and governments.This paper hopes to point the way forward by describing the contents of a National e-Governance Initiative (NeGI) for developing countries that would address the problems of the past and would grasp the opportunities provided for governance by the new connectivity.Over a short- to medium-term timeframe, an NeGI aims to help deliver the following outcomes:• Awareness and commitment to e-governance at a high level.• A set of key e-governance institutions that can strategically plan and facilitate e-governance projects.• New laws and regulations that enable e-governance.• A national e-Governance Strategy.• The operational capacities to implement e-governance pilot projects.• A set of e-governance pilot projects focused on 'networked government'.The paper places a particular emphasis on the potential contribution of donor agencies to such an Initiative. Principles, impacts, risks, priorities and other issues relating to e-governance initiatives are also described.

The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Comparative E-Government examines the impact of information and communication technology (ICT) on governments throughout the world. It focuses on the adoption of e-government both by comparing different countries, and by focusing on individual countries and the success and challenges that they have faced. With 32 chapters from leading e-government scholars and practitioners from around the world, there is representation of developing and developed countries and their different stages of e-government adoption. Part I compares the adoption of e-government in two or more countries. The purpose of these chapters is to discern the development of e-government by comparing different counties and their individual experiences. Part II provides a more in-depth focus on case studies of e-government adoption in select countries. Part III, the last part of the book, examines emerging innovations and technologies in the adoption of e-government in different countries. Some of the emerging technologies are the new social media movement, the development of e-participation, interoperability, and geographic information systems (GIS).

This book seeks to inform small state policy-makers of the conditions and processes involved in the planning and execution of e-Government projects.
