Economic Alternatives For Eastern Europe

This text asks whether Eastern European societies can escape from the grip of totalitarian domination, and build up Western democratic systems. The author describes recent events in Hungary and compares them with those in other East European countries, before suggesting policies for the future.

Globalization has become synonymous with the seemingly unfettered spread of capitalist multinationals, but this focus on the West and western economies ignores the wide variety of globalizing projects that sprang up in the socialist world as a consequence of the end of the European empires. This collection is the first to explore alternative forms of globalization across the socialist world during the Cold War. Gathering the work of established and upcoming scholars of the Soviet Union, Eastern Europe, and China, Alternative Globalizations addresses the new relationships and interconnections which emerged between a decolonizing world in the postwar period and an increasingly internationalist eastern bloc after the death of Stalin. In many cases, the legacies of these former globalizing impulses from the socialist world still exist today. Divided into four sections, the works gathered examine the economic, political, developmental, and cultural aspects of this exchange. In doing so, the authors break new ground in exploring this understudied history of globalization and provide a multifaceted study of an increasing postwar interconnectedness across a socialist world.

The collapse of centrally administered socialism in Russia and Eastern Europe resulted in what is commonly referred to as the transition problem: the transformation from a centrally administered socialist economic system to one that is market-based. Economic science has been faced with the challenge of developing an appropriate body of analysis, advice, and direction to help other nations that may be undergoing this process. In this volume, John Marangos adopts a political economy approach that yields alternative models of transition. The volume develops transition models from what Marangos defines as the primary elements of six variables: (1) economic analysis; (2) definitions of the Good Society; (3) speed of transition; (4) political structure; (5) ideological structure; and (6) initial conditions. The models developed include: the shock therapy model, the neoclassical gradualist model of transition, the post Keynesian model, the pluralistic market, the socialist model, and the non-pluralistic market socialist model. After identifying the primary elements of each transition model, Marangos considers the elements of each model with respect to the desirable reforms. An essential element of the transition process is not only to identify the necessary reforms but also a sequence in which the reforms should be introduced. For each transition model developed in this book, a set of primary and secondary elements were provided in conjunction with a sequence of reforms. Analyzing the transition problem from a political economy perspective, Marangos shows that it is possible to have inconsistencies within each transition model and between transition models yet be able to identify the potential for implementation and maintenance of necessary reforms each model recommends. This volume contributes to the understanding of the process of transition, with the objective of identifying an optimal model of transition.

This book provides an up-to-date assessment of the main processes and dilemmas of regional development and regional policy in the newer European Union Member States in Central and Eastern Europe and neighbouring countries. It highlights the difficulties of balancing the demands within the new Member States for rapid regional growth and development with, firstly, the demands of the European Union overall that restructuring and development should conform to the aims and principles of EU common policies; and, secondly, with budgetary constraints. The book covers a wide range of issues, including global and national challenges to regional convergence and cohesion; regional dynamics, city networks and border issues; the effectiveness of policy responses at national and European levels, including an assessment of policy experiences from outside the new Member States; and likely future developments.

This volume is the continuation of our research on economic and developmental policy-making in the global semi-periphery in the post-crisis cycle (see our two recently published volumes titled ‘Market-Liberalism and Economic Patriotism in Capitalist Systems’ edited by Gerőcs and Szanyi, 2019, Palgrave Macmillan and ‘The Post-Crisis Developmental State – Perspectives from the Global Periphery’ edited by Gerőcs and Ricz, 2021). Our new volume aims to be a contribution to the analysis of emerging market economies’ alternative development trajectories, as we explore the new perspectives on semi-peripheral dependent development since the Global Financial Crisis and especially amidst the new global pandemic, the COVID-19. The scope of comparative capitalism research has also been altered accordingly to include the analysis of emerging economies outside the core of the world system, and to make intertemporal comparisons possible (such as to define and characterise historical waves of state capitalism). Still, we are convinced that to better understand the current wave of state capitalism and to explore its national varieties there is a need to critically reconsider existing theoretical approaches and methodologies, and to search for new ones, if necessary. This book aims to be a contribution to the analysis of emerging market economies' alternative development trajectories and explores new perspectives on semi-peripheral dependent development, especially amidst COVID-19.
