Economic And Social Survey Of Asia And The Pacific 2015 Making Growth More Inclusive For Sustainable Development

The Survey 2015 assesses the region's outlook as it navigates through global uncertainties, providing policy options and strategies to sustain inclusive and sustainable growth. The report analyses a wide range of areas including economic growth, inflation, trade and investment, financial markets, inequality, employment, and environmental concerns. The special theme of Survey 2015 argues that although rapid economic growth in the Asia-Pacific region has been accompanied by significant declines in poverty rates, development is about more than growth and poverty. The report reviews trends and patterns of inclusive growth in the region and motivates why both the private and public sectors should do more to address existing inequalities. This edition comes in two parts, which will not be sold separately.

Global progress on the Sustainable Development Goals will depend to a large extent on the collective action of South Asia to implement them. The sub-region indeed accounts for almost one fourth of the world's population, 36 per cent of the world's poor and nearly half of the world's malnourished children. The sub-region's success in implementing the 2030 Agenda for Sustainable Development, however, hinges on addressing current capacity gaps and strengthening the means of implementation. Recognizing the host of challenges faced by the sub-region, UNESCAP has attempted in the present Report, to unpack the 2030 Agenda at the sub-regional level, outlining tangible, high priority and relevant policy actions that are critical to achieve sustainable development in South Asia. The Report identifies seven key priorities that can help accelerate the SDG achievement in South Asia by leveraging the relationships between the Goals. Based on rigorous policy simulations and evidence, it offers insight into ways a regionally coordinated sustainable industrialization strategy could generate more than 56 million new jobs by 2030 in South Asia, and lift 71 million additional people out of poverty, relative to a business-as-usual scenario. It is hoped that this Report will be useful for analysts and practitioners of development policy in the sub-region and beyond, in stimulating a debate on the ways and means of bringing sustainable prosperity to all in the dynamic and population subregion of South Asia.

The Asia-Pacific region has been leading the global economic growth over the past few decades. However, rapid economic growth without sufficient inclusiveness is now constraining the region's future economic and broader development prospects. The COVID-19 pandemic has further revealed the vulnerability of the region due to lack of inclusiveness. The Survey 2021 estimated that 89 million people could have been pushed back into extreme poverty in the region due to COVID-19, contributing to an already increasing trend in income inequality in Asia and the Pacific. Going forward, concerns over a “K-shaped” economic recovery, both within and across countries, and the desire to ensure that the post-pandemic recovery is consistent with long-term inclusive development are broadly shared among policy makers and experts, as revealed during policy dialogues organized to disseminate the messages of Survey 2021. Additionally, international commitment to inclusive development, as manifested in the 2030 Agenda for Sustainable Development, is pushing distributional issues to the forefront of global policy agenda. With a focus on the role of economic policies in promoting inclusive development, the Economic and Social Survey of Asia and the Pacific 2022 will analyze the importance of effective government actions and the role of fiscal, monetary/financial and structural policies in enhancing inclusiveness, keeping in view the considerable impacts of COVID-19 on inclusiveness and inequality.

This report examines the state of resilience of the region vis-à-vis the goals and targets relating to disaster risk reduction. It highlights some of the tools and approaches for resilience-building focusing on those that could possibly offer transformative shifts to achieve those goals and targets. Finally, it offers a reflection on the way forward for the region, including specific regional action that could be prioritized to support efforts by countries to achieve resilience to disasters and the whole 2030 Agenda.

The region has seen tremendous economic and social progress over the last 50 years, However, despite progress on many fronts, the region is not on track to meet many of the Sustainable Development Goals (SDGs). The gains from economic growth are not being shared by all. Available jobs do not fully translate into decent work. The region is home to five of the world’s 10 countries most affected by climate risks. Policies are needed to maintain growth momentum while enhancing the drivers of sustainable development. The Survey explores the critical role of investment for SDG requirements.
