Economic Reforms Regionalism And Exports

This paper undertakes a comparative empirical assessment of economic reforms and exports in the rising Asian giants, China and India. It explores the past record and future challenges. In recent years, China has surged ahead of India to dominate world manufactured exports, but India has acquired competitive capabilities in skill-intensive services. Favorable initial conditions (e.g., large markets and low-cost productive labor) shaped the giants' success. While the gradual switch to market-oriented reforms in the late-1970s drove trade-led growth in the giants, China was swifter and more coordinated. It introduced an open door policy towards foreign direct investment (FDI), actively facilitated technological upgrading of FDI, steadily liberalized a controlled import regime, ensured a competitive exchange rate, and concluded more comprehensive free trade agreements (FTAs) with Asian developing economies. India has attempted to enact economic reforms since 1991, particularly to attract FDI and liberalize imports. Therefore, one might expect the gap in trade performance between China and India to narrow over time. However, both giants face an uncertain world economy after the global financial crisis, and future success will depend on evolving reforms. Critical areas are how the giants respond to integrating with production networks, promote technology development, manage real exchange rates, and mitigate the risk of protectionism.

The European Single Market, NAFTA and Mercosur powerfully shape international relations and economic development; they also symbolize a shift in economic policy towards a world market-oriented and liberalizing strategy. Schirm argues that this new regionalism is essentially aresult of the impact of globalization on domestic politics. Regional trade agreements have expanded exponentially over the past decade, and have become a significant, if controversial, factor in the expanse of economic globalization. Social Regionalism in the Global Economy attempts to take a fresh, interdisciplinary approach to addressing labour regulation by drawing upon insights from industrial relations, comparative capitalism, and new governance schools of thought. It stands for the proposition that an interdisciplinary study of regional regulation holds the potential to offer a fuller account of social regionalism. Its focus is to consider how institutions and labour market actors reconstruct and renegotiate regulatory space in a changing economic environment characterized by regional impulses. It argues that there is a dynamic interplay between institutions and actors of social regulation. This interplay occurs at many levels. The book therefore maps both how actors shape institutions as well as how institutions shape social actors’ ability to affect regulatory processes. The editors bring together leading international specialists willing to move beyond textual analyses of regional agreements to offer alternative accounts of regional integration. The work emphasizes that institutional context and social actors at multiple governance levels are integral to the progressive construction and regulation of regional space. It further contributes to the literature by combining insights from overlooked regional entities in transition and developing countries with original analyses from the European Union and the NAFTA. These aims will be achieved by combining original research that is empirically grounded with theoretically informed analysis.

This annual publication analyses the global and national dimensions of the investment climate for developing countries, in terms of the policy and institutional environment. This edition examines the growth of regional trade agreements, which have risen eight-fold in two decades with currently, as much as 40 percent of global trade taking place among countries that have some form of reciprocal regional trade agreement. Issues discussed include: regional trading trends; effects of regional agreements on trade creation, trade facilitation and services, investment, intellectual property rights, and labour mobility; whether the proliferation of agreements poses risks for multilateral trading system, and if so, options for managing them. The report finds that agreements leading to open regionalism (that is, deeper integration of trade as a result of low external tariffs, increased services competition, and efforts to reduce cross-border and customs delays costs) are effective as part of a larger trade strategy to promote growth. Although regional agreements can prove beneficial to member countries, they can have adverse effects on excluded countries, and the lowering of border barriers around the world is crucial to minimising these effects. The completion of the Doha Development Agenda by all WTO countries will reduce the risk of trade diversion associated with regional agreements and will decrease trade losses of countries excluded from agreements.
