Economics Of Climate Change In The Arab World

This book takes both a global as well as a local perspective in assessing the impacts of climate change on the economy, agricultural sector, and households in three of the MENA countries; Syria, Tunisia and Yemen. The major channels of impact for global climate change are through changing world food (and energy) prices, especially since all the countries under analysis are or have become net importers of oil and petroleum products and many food commodities in recent years. The impacts of local climate change decrease crop yields in the longer run and through them, productivity in the agricultural sector and all the implications this may have on both, the livelihoods of those dependent on the sector as well as the rest of the economy. The analysis also covered what happens when both global and local climate changes work simultaneously for each country. Findings show that in all three countries the effects of climate change are negative for people and the economy—GDP falls and livelihoods suffer. Furthermore, the prevalence of extreme variations in climate—such as the droughts affecting Syria and the floods impacting Yemen—draws attention to the potentially significant drawbacks that are likely to not only affect any strides towards economic growth and development, but may also reverse such strides if appropriate policies are not in place to weather this storm. The analyses in this book apply CGE models.

In the Arab countries, climate change is a risk to poverty reduction and economic growth, threatening to unravel many of the development gains that have been achieved. The Arab Region is already suffering adverse consequences from climate variability and change. This book provides information on climate change and its impact in the Arab Region, as well as technical guidance on climate adaptation options for policy makers. The areas addressed include the economic impacts of climate change (as measured by the reduction in household income and GDP); the impacts of climate change on the water, health, and tourism sectors; livelihoods and well-being in rural and urban areas; biodiversity; disaster risk management; as well as gender and other social relations. The report is written through a participatory and collaborative process, led by the World Bank in partnership with the League of Arab States, incorporating both regional and international experts on the topics.

This report provides a new detailed quantitative assessment of the consequences of climate change on economic growth through to 2060 and beyond.

This edited volume presents chapters on the dynamics of global climate change and global warming in the Middle East. In this region, it should be noted that even slightly warmer weather can result in an increased demand of energy along with its lower supply, as well as lower labor productivity. This text focuses on modeling, simulation, system dynamics, and agent-based modeling in dealing with these issues. The latest decision making tools, techniques, and innovative solutions used to overcome these challenges are presented. Many distinguished researchers contribute their work herein. Despite massive infrastructure investments, countries in the Middle East and North Africa (MENA) region continue to face unprecedented water scarcity due to climate change, population growth, and socioeconomic development. Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

The countries that make up the MENA region display wide diversity. One of the poorest countries in the world sits alongside two of the wealthiest, whilst the region's natural resources range from immeasurable oil and gas reserves to some of the scantiest natural endowments anywhere in the world. Yet through this diversity runs a common thread: water scarcity. Now, through the impact of human development and climate change, the water resource itself is changing,bringing new risks and increasing the vulnerability of all those dependent on water. Chris Ward and Sandra Ruckstuhl assess the increased challenges now facing the countries of the region, placing particular emphasis on water scarcity and the resultant risks to livelihoods, food security and the environment. They evaluate the risks and reality of climate change in the region, and offer an assessment of the vulnerability of agriculture and livelihoods. In a final section, they explore the options for responding to the new challenges, including policy, institutional, economic and technical measures.
