Economics Of Water Resources The Contributions Of Dan Yaron

Colleagues and friends of Dan Yaron submitted the following tributes. While each submission comes from an individual who knew Dan in a very different way, they all remark on his immeasurable contributions to the field of agricultural eco nomics, his unique approach, which combines his training and experience with his scientific background, and the admirable professionalism and civility that was apparent in every project he undertook. His work, initially inspired by the chal lenge of farmers in the arid Negev, eventually took him to the United States to work with universities and to serve on commissions furnishing his research with global applicability. Dan is not only admired for his enormous contributions to the vast body of research available in his field, but also for the commitment and dedi cation he epitomized. He will be greatly missed by those of us who were fortunate enough to make his acquaintance. ELIFEINERMAN The Hebrew University of Jerusalem, Rehovot, Israel Dan Yaron, my teacher and mentor of blessed memory, was a man of wisdom, thought, counsel and deeds. His many talents, his endless energy and his ambition led him to blaze new trails in research, to ask the relevant questions while separat ing the wheat from the chaff, and to answer them while mastering the most ad vanced scientific analyses.

Most of the books published previously in the field of water resource eco nomics focus on particular aspects of water economics such as institutions, pricing or water markets, but none of them have given particular attention to methodological questions. However, the applied methodology within economic research has made some remarkable advances over the last 10-20 years. Some of these advances are of particular interest to the field of water economics. Therefore, we think that a book that focusing on methodological advances within the field of water resource economics and showing how these advances can be applied in economic analysis of water issues makes a nice complement to the existing literature in this field. We identified five areas where we consider the methodological advances to be of particular importance: 1) asymmetric information and game theory, 2) un certainty, 3) space, 4) water quality and 5) production and technology adoption. The selected papers for the book fall entirely within these categories. The book ''Frontiers in Water Resource Economics" draws to a great extent on papers which were presented at the 7^^ Conference of the International Water and Re source Economics Consortium, June 3-5,2001 held in Girona, Catalonia, Spain, This conference was jointly organized with the 4^^ Conference of Environmen tal and Resource Economics by the Department of Economics, University of Girona.

This book arose out of a paper that I wrote for the World Bank at the request of Ariel Dinar, the editor for the series in which this volume appears. I began that paper by pointing to the growing importance of demand-side considerations in water resources: "The provision of potable water is one of government's oldest functions with evidence of this activity stretching back thousands of years. During much of that time, water demands were taken as exogenously given and the principle task of authorities was defined as an engineering one: how to supply a given quantity of water at least cost. In recent years, however, concerns have arisen from observations of excessive water use, degraded water quality and continued inadequate service for many, especially the very poor. As a result of these and other concerns, there is a growing effort to view water resource allocation from a perspective that incorporates consumers' preferences along with supply constraints into management plans. " (Renzetti, 2000, p. 123). The purpose of this volume is to examine, in greater detail than was possible in that article, what is known regarding the economic characteristics of the demand for water. Thus, this book is meant to be an extended critical review of the state of the art.

In the book's four Parts, the interdisciplinary approach to many issues contributes to the relationship between water and poverty. Part I includes articles on the conceptual and methodological issues concerning poverty reduction through water resources development. It also offers analysis of quantitative measurements of poverty reduction, including some approaches for creating a Water Poverty Index. Part II considers the institutional frameworks for management of water and poverty reduction. Topics range from community-based decision making to international leadership. Part III encompasses discussions on participatory irrigation management and the privatization of urban water supplies and sewerage and the link to poverty. Case studies from India, Turkey, and Jordan make up Part IV. The studies present diverse water management and development practices for poverty reduction, including realistic pricing and effective irrigation practices, the use of water as an engine for sustainable development, small and large scale strategies for reducing the risks and uncertainties in water availability and food security, the economic value of improved water supplies, and the positive impact of small-scale development projects.

This volume summarizes the current state of knowledge in the economic literature of management of agricultural biotechnology and biodiversity in agricultural and economic development. It identifies key issues confronting policy makers in managing biodiversity and biotechnology and provides a broad, multi-disciplinary analysis of the linkage between the two. It is especially innovative in its use of plant genetic resource management as the basis for is analysis.

In recent years, development policy has responded to an increasing concern about natural resource degradation by setting up innovative payment for environmental services (PES) programs in developing countries. PES programs use market and institutional incentives in order to meet both environmental and poverty alleviation objectives. However, their optimal design, implications for the rural poor, and how these initiatives integrate into international treaties on global warming and biodiversity loss are still being discussed. This book addresses these issues by scrutinizing analytical tools, providing policy insights and stimulating debate on linkages between poverty alleviation and environmental protection. In particular, it turns attention towards the role of environmental services in agricultural landscapes as they provide a living for many poor in developing countries. It serves as a valuable reference for academics and students in various disciplines, as well as for policy makers and advisors. This book is a co-publication between Springer and the Food and Agriculture Organization of the United Nations.

This book presents the first thorough economic analysis of current agricultural biotechnology regulation. The contributors, most of whom are agricultural economists working either in universities or NGOs, address issues such as commercial pesticides, the costs of approving new products, liability, benefits, consumer acceptance, regulation and its impacts, transgenic crops, social welfare implications, and biosafety.
