Education Social Progress And Marginalized Children In Sub Saharan Africa

This book employs sociohistorical, narrative, and discourse frameworks to discuss the sociopolitical complexities and ambiguities of educating marginalized groups in sub-Saharan Africa since western education was introduced in the region. It outlines the systemic and structural challenges faced by marginalized children in the education system that prevent them from fully participating in the education process. This book focuses on how the props underlying Christian missionary education, colonial education, and early postcolonial educational enterprise all served to marginalize certain groups, including women, some geographical regions and/or communities, such as Islamic communities and people with disabilities, from the colonial and postcolonial economic discourses. This historical background provides the springboard for discussions on the complexities and ambiguities of educating marginalized groups in some communities in sub-Saharan Africa in the contemporary times. This book also highlights the challenges of the recent policies of policy makers and the strategies and initiatives of civic societies, non-governmental organizations, and local communities to promote marginalized children’s participation in education. This book elucidates the varied ways certain groups and communities continue to interrogate the structural and systemic challenges that marginalize them educationally. It argues that the level of marginalized groups’ participation in education in sub-Saharan African in the 21st century will determine the progress the region will make in the Education for All (EFA) initiative and the Millennium Development Goals (MDG). Furthermore, it argues that increasing educational participation in marginalized communities requires implementation of educational programs that address marginalized groups’ structural social arrangements and socioeconomic contexts.

This book focuses on education policy framework for educating marginalized children in sub-Saharan Africa. It uses “marginality” as a critical discourse to highlight the complicated ways education policy making in sub-Saharan Africa have constructed and perpetuated marginality in the region since Africa’s encounters with Europe. The book is organized around two parts, each of which discusses a specific dimension of the marginality and education policy nexus. Part I focuses on theorizations of marginality and education. The theoretical framework on marginality and education outlines the definitional and conceptual backgrounds on marginality – the complicated ways policies of the Christian missionaries, colonial governments and postcolonial governments constructed and perpetuated marginality in the region. Part II focuses on addressing the issue of marginality from theory to practice. These chapters highlight the ways policies shaped the educational development, schooling processes, and educational outcomes of selected marginalized communities and groups. Attention is given to schooling in rural communities, the complexities of girls’ education in rural contexts, education of Zongo Muslim communities, violence in school in rural contexts, and education collaboration in rural traditional communities. The book argues that education policies in sub-Saharan Africa fail to address the educational needs of marginalized children because current policy frameworks ae not based on examination of colonial policies which created the existing marginality. In order to implement policies that address policy gaps and meet the educational needs of marginalized children, strong synergies are necessary between education policy makers, other education stakeholders, and marginalized communities.

Early childhood, from birth through school entry, was largely invisible worldwide as a policy concern for much of the twentieth century. Children, in the eyes of most countries, were 'appendages' of their parents or simply embedded in the larger family structure. The child did not emerge as a separate social entity until school age (typically six or seven). This book, the first of its kind, presents a balanced collection of articles written by African and non-African authors ranging from field practitioners to academicians and from members of government organizations to those of nongovernmental and local organizations. 'Africa's Future, Africa's Challenge' compiles the latest data and viewpoints on the state of Sub-Saharan Africa's children. Topics covered include the rationale for investing in young children, policy trends in early childhood development (ECD), historical perspectives of ECD in Sub-Saharan Africa including indigenous approaches, new threats from HIV/AIDS, and the importance of fathers in children's lives. The book also addresses policy development and ECD implementation issues; presents the ECD programming experience in several countries, highlighting best practices and challenges; and evaluates the impact of ECD programs in a number of countries.

Many people believe education in Africa is in a state of crisis. More than 45 million African children do not attend school. In many places, classes are held outside, under tents or trees, and schools often do not have such essential supplies as chalk and textbooks. Yet there have also been significant improvements in recent years. More young Africans are able to attend school today than a generation ago, and the governments of many countries are attempting to address the problems in their educational systems. This book chronicles the development of educational systems in Africa, from the colonial era to the present day. It examines the current state of education in Africa, discussing the effect that the continents poverty has on funding schools and explaining the persistence of educational inequalities.

This book offers a new approach to child development for teachers and draws on research in psychology, health, sociology, anthropology, history and education to provide a wide- ranging description of influences on child development in African countries. Where possible, research by African investigators is reported. Research from Western industrialised countries is presented briefly only where there are gaps in the literature from Africa.

This title was first published in 2003. Sub-Saharan Africa has the lowest primary enrolments of any major region in the developing world and the number of children out of school is increasing at a faster rate here than anywhere else in the developing world. This timely study (in line with the Millennium Development Goals) examines the methods adopted by the international community to tackle the chronic problems of schooling and poverty in developing countries. Incorporating the results of research conducted at both macro and micro levels, using a range of methodologies, it examines the national differences in school enrolments, using a regional and international comparitive framework. Utilizing both cross-section and household survey data the book examines the causes of under-enrolment in a micro context, based on results from a major international research programme on gender and primary schooling in Africa. The challenges for international aid to provide resources and help secure reforms in support of the international development goals in education are also outlined. This book will appeal to researchers and teachers on African development, officials in international agencies working on education and development and Government officials in African education.

The collaborative efforts of ColombiaA's Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

Children on the Boundaries of Time and Space in sub-Saharan Africa has come at the time when children’s well-being is on the agendas of governments, policy makers, schools and community organisations. It provides an in-depth analysis of the relation between official children’s rights and well-being policies and their implementation refracted through African as well as Western lenses. The content of the book is a departure from conventional stereotype approach to children’s well-being analysis in sub-Saharan Africa. In addressing issues around children’s rights and well-being, the book offers a reflection on the conflict between adult society and government welfare policies. The book also draws on existing knowledge about national and international efforts to change adult attitudes towards children. Analysis in the book demonstrates that there are both structural and operational problems in children’s rights and policies governing their well-being in sub-Saharan Africa. This sort of work has been neglected since the last few decades and has created a gulf between government policy rhetoric and practice. Children on the Boundaries of Time and Space in sub-Saharan Africa bridges that gap and reasserts the need for effective policy, material changes in resources and cultural change valuable to enhance children’s ability to stay healthy, grow and learn to become responsible citizens.
