This book explores the potential educational technologies have for transforming education in the Middle East. Although technology has increasingly become a part of classrooms around the globe over recent decades, its application in classrooms in the MENA region remains underused and this book draws on a case study from the Arabian Gulf to examine the beneficial impact technologies have on teaching and learning. The book identifies the many social and cultural pressures that prevent government technology policies to be implemented in the way that the international community would find recognisable and acceptable and how education policy from the Global North is transplanted into a separate context without considering the different requirements. In the last decade, due to factors of ICT infrastructural and broadband maturation, rising levels of educational attainment and computer literacy, and diversification strategies, e-learning has exploded in the Middle East and North Africa (MENA) region. However, significant barriers remain in the region’s e-learning development: lack of research on outcomes and effectiveness, paucity of Arabic language learning objects, monopolies and high cost of telecommunications, cultural taboos, accreditation, censorship, and teacher training. "Book Abstract: The sociology of the Middle East has been an expanding field of inquiry since the aftermath of WWII when phenomena as diverse as urbanization, internal and international migration, and peasant societies attracted the attention of scholars working on the region. The Middle East became central in key sociological debates on modernization theory and the critical responses. The Oxford Handbook of the Sociology of the Middle East connects this historical trajectory with the emergence of the sociology of Islam, inspired by Max Weber. It explores how within the global community, the Middle East has become a terrain of heightened concern within the post-Cold War context, where the promising rise of civic (and often religiously-inspired) sociopolitical movements in the 1980s and 1990s has been slowly overwhelmed by the affirmation of jihadist networks, authoritarian states, and complex supranational security apparatuses. As the demand for education at all levels has increased, so have the models of meeting these increased demands for education. As in many other parts of the world, public education has expanded to serve large populations across the regions of Africa, the Caribbean, and the Middle East. Many nations in these regions have instituted mandates, policies, and frameworks intended to simultaneously increase access to public education opportunities as well as improve the quality of education provided and to address a wide populace. Because the increase in educational demand has occurred at all levels, these efforts often address various levels of education from early childhood through primary schooling, junior secondary and secondary schooling and into tertiary education. Efforts also have been made to increase participation in education by marginalized and/or special populations. The range of efforts is large with some focusing on involving migrants/immigrants/refugees in primary education while others aim at opening up choices at the university level. Recently, nations in the region have recognized the possibilities of digital learning (online learning) as cell phones and other widely used portable wireless devices have made it possible to sell the idea that one can learn from anywhere at any time. This widespread access to technology has made it possible for governments as well as private entities to expand learning opportunities even to populations previously unreached or to address difficult to reach sectors of the population. At the same time, the population itself has not only increased in numbers but in diversity. Maintaining quality through digital and other means of quick expansion of educational opportunities continues to be challenging if not problematic. Chapters document, describe and/or raise critical issues and/or questions resulting from government policies, mandates and frameworks intended to make available public education to an ever-growing populace while at the same time being mindful of improving quality of education being availed to an increasingly diverse populace.

Education, which has been at the heart of the Middle East and North Africa (MENA) region’s history and civilizations for centuries, has a large untapped potential to contribute to human capital, well-being, and wealth. The region has invested heavily in education for decades, but it has not been able to reap the benefits of its investments. Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.
