Electricity Access In Sub Saharan Africa

Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region—one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas.

This research paper provides a regional review of the state of electricity access in Sub-Saharan Africa (SSA), focusing on installed capacity, electricity generation, the growth of renewable energy, electricity consumption, government investment, public financial flows, and several major initiatives. The study contrasts electrification between 1990 and 2010 with recent efforts and identifies countries that are consistently making progress and those that lag. The analyses show signs of progress on scaling up SSA power infrastructure and increasing electricity access, particularly in the Eastern and Western sub-regions. The installed generation capacity expanded at an average rate of 2.43 GW/year between 2005 and 2015. Renewable energy is growing, particularly solar, wind, and geothermal; about 9.7 GW of renewable energy capacity was installed between 2010 and 2016. Over this period, the net electricity generation in SSA increased at 9.1 TWh/year, more than double the historical average growth of 4.02 TWh/year (1990–2010). In general, the study found that rates of electrification across the entire region are more than twice the historical rates, and an average of at least 26 million people are now gaining access to electricity yearly. Nevertheless, progress is uneven across SSA. As of 2016, almost half of the population without electricity access live in Nigeria, DR Congo, Ethiopia, Tanzania, and Uganda. Quantitative analysis suggests that about 70 million people in SSA would have to gain access every year from 2017 to achieve universal access by 2030. Overall, SSA countries with national programs on energy access supported by policy/regulatory framework and infrastructure investment are making progress.

No country has managed to develop beyond a subsistence economy without ensuring at least minimum access to electricity for the majority of its population. Yet many sub-Saharan African countries struggle to meet demand. Why is this, and what can be done to reduce energy poverty and further Africa's development? Examining the politics and processes surrounding electricity infrastructure, provision and reform, the author provides an overview of historical andcontemporary debates about access in the sub-continent, and explores the shifting role and influence of national governments and of multilateral agencies in energy reform decisions. He describes a challenging political environment for electricity supply, with African governments becoming increasingly frustrated with the rules and the processes of multilateral donors. Civil society also began to question reform choices, and governments in turn looked to new development partners, such as China, to chart a fresh path of energy transformation. Drawing on over fifteen years of research on Uganda, which has one of the lowest levels of access to electricity in Africa and has struggled to construct several, large hydroelectric dams on the Nile, Gore argues that there is a critical need to recognize how the changing political and social context in African countries, and globally, has affected the capacity tofulfil national energy goals, minimize energy poverty and transform economies. This open access book analyses barriers and challenges associated with the financing of clean energy access in sub-Saharan Africa. By considering various economic, financial, political, environmental and social factors, it explores the consequences of energy poverty across the region and maps the real and perceived investment risks for potential capital providers, both domestic and international. Furthermore, it analyses risk mitigation strategies and innovative financing structures available to the public and private sectors, which are aimed at leveraging capital in the clean energy sector at scale and fostering the creation of an enabling business and investment environment. More specifically, the present book analyses how to (i) enhance capital allocation in projects and organisations that foster clean energy access in the region, (ii) mobilize private capital at scale and (iii) decrease the cost of financing through risk mitigation strategies. Going beyond traditional approaches, the book also considers socioeconomic and cultural aspects associated with investment barriers across the subcontinent. Moreover, it urges the public and private spheres to become more actively involved in tackling this pressing development issue, and provides policy recommendations for the public sector, including proposals for business model evolution at multilateral agencies and development institutions. It will appeal to a wide readership of both academics and professionals working in the energy industry, the financial sector and the political sphere, as well as to general readers interested in the ongoing debate about energy, sustainable development and finance.

Access to electricity is a key factor for the future of the African continent. Energy poverty and lack of universal access to electricity services are, in fact, remarkably hurting human progress in Africa. Today, sub-Saharan Africa hosts 14 percent of the world's population but 60 percent of the world's people without access to electricity: of the more than 1 billion people globally who had no access to electricity, around 600 million lived in the region. In these conditions, many African countries are unable to develop a solid economy or provide basic health and education services to their citizens. Starting from the analysis of present and future economic, demographic, social and technological trends, Empowering Africa offers an in-depth assessment of the current status and of the future prospects of access to electricity in the African continent. The volume describes the main developments in the Africa's electricity sector, addressing the issue both from a regional and a thematic point of view, and attempting to define the key trends of a sector that will necessarily contribute to shape the continent's political, social and economic dynamics for the next decades.

This short open access book investigates the role of renewable energy in East Africa to provide policy-relevant inputs for the achievement of a cost-effective electrification process in the region. For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

This book addresses the paradox of uneven electricity in one of the fastest growing and now petro rich economies, Ghana, by addressing the question of why one of the most hydro rich countries in sub-Saharan Africa produces irregular access for all but ‘swing’ voter regions of the country. The book questions why targeted rural electricity initiatives over the course of the last two decades have yielded uneven benefits for what is a substantial portion of the country’s population. Using Ghana as an emblematic case-study that speaks to broader regional concerns, including those of Nigeria and South Africa, this book contextualizes the variegated nature of how power sector reforms could not be undertaken without significant political costs. Indeed, the book situates an unfolding political landscape that prompted the successful but partial implementation of power sector reforms in part prompted by the Washington consensus and undergirded by a shrinking role for the state in the wider economy.
