Energizing Green Cities In Southeast Asia

This book presents a blueprint for transforming East Asian cities to global engines of green growth by choosing energy efficient solutions for their infrastructure needs, with case studies in Cebu City (the Philippines), Da Nang (Vietnam), and Surabaya (Indonesia) illustrating the use of sustainable urban energy and emissions planning (SUEEP).

Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.

Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

This synthesis report presents the results of case studies along with practical policy recommendations, reflecting the local contexts of Southeast Asia. While Southeast Asian cities are affected by a range of economic, infrastructure, environmental and social challenges, ongoing rapid development offers opportunities to shift towards greener growth models.

A continuing increase in disasters triggered by floods occurs almost daily even though our technological capabilities have grown rapidly and global economic growth per capita has doubled. This paradoxical situation proves that our earlier ways of thinking are inadequate and that we must shift our way of thinking and working. It has become obvious that most flood-related disasters, although commonly referred to as natural disasters, are not the result of nature-related processes alone. Some of the early efforts in dealing with floods and flood-related disasters were only concerned with the construction of engineering structures (e.g., levees, floodwalls, dams, embankments, storage basins, diversions, etc.) without significant consideration of aspects which are nowadays regarded as equally important, if not more important. There is a great deal of natural, social and technological interactions that shape the vulnerability to floods. Realizing that flood risk can hardly ever be completely eliminated, the traditional 'flood defence' culture has been replaced with the culture of learning how to live under flood risk and how to better respond to it. This renders purely engineering solutions inadequate. Can the threats of more flood-related disasters provide an impetus to shift our mind-set towards an approach that favours not only sound technological innovations but one that also addresses the social, cultural, and wider ecological aspects of dealing with floods? In this illustrated book, the Asian Development Bank (ADB) seeks to introduce a holistic thinking in dealing with urban floods by adopting the green cities development approach. Green cities development is a holistic approach which promotes multipurpose (or multifunctional) solutions that are not only technologically and economically efficient, but which are also ecologically sustainable and socially just. Launched in 1992, Regional Outlook is an annual publication of the Institute of Southeast Asian Studies, published every January. Designed for the busy executive, professional, diplomat, journalist, or interested observer, Regional Outlook aims to provide a succinct analysis of current political and economic trends shaping the region, and the outlook for the forthcoming two years. This forward- looking book contains focused political commentaries and economic forecasts on all ten countries in the Association of Southeast Asian Nations (ASEAN), as well as a select number of topical pieces of significance to the region.

Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen. In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks. Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.

This book explores how Asia's fast-growing cities can fulfil their potential as engines of economic prosperity and provide a livable environment for all citizens. But for this to happen, major challenges that reduce urban communities' quality of life and economic opportunities must be addressed. These include poor planning, a lack of affordable housing, inequalities, pollution, climate vulnerabilities, and urban infrastructure deficits. The book's 19 articles unwrap these challenges and present solutions focused on smart and inclusive planning, sustainable transport and energy, innovative financing, and resilience and rejuvenation.
