Energy Outlook For Asia And The Pacific 2013

This report attempts to identify policy, social, infrastructure, and technology issues that must be addressed to meet the future energy needs of members of the Asian Development Bank (ADB) in Asia and the Pacific. Two cases of the projected energy demand and supply up to 2035 for ADB members in Asia and the Pacific are presented---a business-as-usual case, which reflects the impact of existing policies and current technology levels on future energy demand and energy choice and which assumes that current trends in the development of new and renewable energy sources will continue into the future; and an alternative case that considers the potential for energy savings on both the demand and supply sides through the deployment of advanced and low-carbon technologies to increase energy security in the region. For both outlook cases, carbon dioxide emissions generated and the investments required on the supply and demand sides were estimated.

This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. This publication offers a snapshot of Asia's energy sources and how they are used, and presents recent developments and challenges that emphasize the urgency and necessity of sustainable energy initiatives. It features 15 recent noteworthy projects as case stories (contexts, solutions, results, and lessons) that were implemented in Bangladesh, Bhutan, the People's Republic of China, India, Indonesia, the Federated States of Micronesia, the Philippines, and Uzbekistan in the areas of energy efficiency, solar energy, geothermal, waste-to-energy, advanced coal technology, and electricity interconnection.

This report attempts to project the balance between energy demand and supply for the 48 regional members of the Asian Development Bank. However, due to the unavailability of energy data, the Marshall Islands, the Federated States of Micronesia, and Tuvalu are not included in the study. The outlook results are presented by member, by subregion, and by region. Based on the projected energy demand and supply, carbon dioxide emissions and investment requirements are derived. These will offer a basis for policy making and development planning geared toward sustainable economic development in the regional members in Asia and the Pacific.

Published twice a year by the Macroeconomic Policy and Financing for Development Division of the United Nations Economic and Social Commission for Asia and the Pacific, the primary objective of the Asia-Pacific Development Journal (APDJ) is to provide a platform for the exchange of knowledge, experience, ideas, information and data on all aspects of economic and social development issues and concerns facing the region and aims to stimulate policy debate and assist in the formulation of policy. Over the years, the Journal has emerged as a key United Nations publication in telling the Asian development story in a concise, coherent and impartial manner to stimulate policy debate and assist in the formulation of policy in the region.
