This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

This book provides policymakers, researchers, and other interested audiences with knowledge on how to quantify and integrate and advance co-benefits in their decisions. It begins with an introductory chapter that provides an overview of the concept of co-benefits. This followed by a section that details quantitative approaches to estimate co-benefits, particularly in cities. A third section presents a series of case studies from the energy sector in Northeast and Southeast Asia. A final section focuses on new perspectives on co-benefits from linking climate change with biodiversity, social justice, and through new models of co-innovation. The book is particularly timely as many countries in Asia seek to achieve objectives in the national climate policies and the Sustainable Development Goals (SDGs). The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.

The rapid and sustained economic growth of the past two decades has led to marked increases in energy demand in the region and developing Asia will continue to lead the energy demand growth. The increase in energy demand threatens energy security and efforts to curb carbon dioxide emissions, affecting health and social well-being. These common energy challenges will need to be addressed through concerted efforts. This book provides several multi-dimensional quantitative analysis of the relationship between energy and other subjects including but not limited to income and economic growth, environment and health, food and agricultural production. The book also provides the most constructive policy recommendations concerning the relationship between energy, economic development, social development, and environmental development.

This series of books are the output of the research project called "Sustainable Development in Asia (SDA)", which was initiated by the Association of Academies of Sciences in Asia (AASA). They are comprised of one synthesis report, which entitled "Towards a Sustainable Asia: Green Transition and Innovation", and four thematic reports on natural resources, energy, the environment and climate change, and culture from particular perspectives of agriculture. They aim to: 1) investigate common sustainability issues faced by all Asian countries, including population increase, poverty alleviation, pollution control, ecological restoration, as well as regional problems, such as water shortage in West and Central Asia, energy security in Northeast Asia, development model & transformation in East Asia; 2) analyze and summarize of best practices towards sustainable development in Asia; 3) bring forward suggestions and policy options for promoting green transition, system innovation and sustainable development of Asia. With best practice guidelines for a sustainable Asia, this series of reports, for the first time systematically address the common challenges and regional problems in regard to Asia’s natural resources use, pollution reduction and climate protection, sustainable energy development, and innovations for environment-friendly and culture-compatible agriculture. They will provide handy and useful information to researchers, government policy makers and the general public who have concerns about Asia’s sustainable development. AASA is a scientific and technological organization in Asia, established in 2000, comprising of 26 member academies all over Asia. Its vision is to provide a forum for the discussion of all issues relevant to science and technology development and its application on national level within Asia.

In order for the joint research by Network of ASEAN-China Think-tanks (NACT) to reach out to a much wider audience, NACT began to publish joint research of all Working Groups since 2019. This book is a collection of research papers contributed by ASEAN and China scholars who attended NACT Working Group Meeting on Regional Cooperation for Sustainable Energy Development on April 16, 2019 and NACT Working Group Meeting on Environmental Protection in ASEAN and China on May 17, 2019. The contributing scholars give their ingenious and insightful thoughts on ASEAN-China energy and environmental protection cooperation from either a national or a regional perspective. Two NACT Working Group Reports are also incorporated in the appendices of this book, including innovative and practical policy recommendations on strengthening ASEAN-China sustainable energy and environmental protection cooperation in existing priority areas and identifying new ones.

This book focuses on different aspects of initiatives—to check pollution and to reduce consumption of fossil fuels—by the Association of Southeast Asian Nations (ASEAN). The chapters examine climate change projections for ASEAN, the relationship between income inequality and environmental sustainability, greening initiatives pursued by microfinance institutions, farmers’ awareness and perceptions of climate change, potential introduction of hydrogen fuel cell vehicles in Malaysia, the impact of Euro-4 automobile emission regulations on the development of technological capabilities and the threats and vulnerability people face from climate change and national disasters. The United Nations Framework Convention for Climate Change’s Conference of Parties meetings to cap temperature rise to 1.5 degrees Celsius over the next century has set the steering and the interventions essential for mitigating global warming. There is increasing recognition that initiatives must be taken across the globe regardless of the state of development of each individual country, and so this book has important practical implications. This book was originally published as a special issue of the Journal of the Asia Pacific Economy.

This book presents good practices in Asia and ASEAN countries for effectively promoting advances in response to climate change, which can help to achieve sustainable development in Asia and around the world. As a proposal, the aim is to influence the discussions at COP 21 by providing a positive agenda with concrete actions from an Asian perspective. The book is divided into three parts. Part 1 describes the greenhouse gas (GHG) reduction scenario from an Asian perspective and in line with global 2 ° targets. Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.
