Engaging Eurasia S Separatist States

In the wake of the dissolution of the Soviet Union, secessionist forces carved four de facto states from parts of Moldova, Georgia, and Azerbaijan. Ten years on, those states are mired in uncertainty. Beset by internal problems, fearful of a return to the violence that spawned them, and isolated and unrecognized internationally, they survive behind cease-fire lines that have temporarily frozen but not resolved their conflicts with the metropolitan powers. In this, the first in-depth comparative analysis of these self-proclaimed republics, Dov Lynch examines the logic that maintains this uneasy existence and explores ways out of their volatile predicament. Drawing on extensive travel within Eurasia and remarkable access to leading figures in the secessionist struggles, Lynch spotlights the political, military, and economic dynamics--both internal and external--that drive the existence of South Ossetia, Abkhazia, Transnistria, and Nagorno-Karabakh. He also evaluates a range of options for resolving the status of the de facto states before violence returns, and proposes a coordinated approach, spearheaded by the European Union, that balances de facto and de jure independence and sovereignty. Slim but packed with information and insight, this volume also offers instructive lessons about the dynamics of intrastate and ethnic conflict and the merits of autonomy and power sharing in places as diverse as Kosovo, Northern Cyprus, and Chechnya.

First, to offer an overview of the current theoretical approaches to secession in the social sciences, international relations, legal theory, political theory and applied ethics. Second, to outline the current practice of international recognition of secession and current domestic and international laws which regulate secession. Third, to offer an account of major secessionist movements - past and present - from a comparative perspective.

The Routledge Handbook of Self-Determination and Secession explores the various debates surrounding the issues of self-determination and secession, and the legal, political, and normative implications they give rise to. The secessionist entities that emerged out of the turbulent upheavals in the 1990s in the South Caucasus have, over many years and with enormous external assistance, successfully defied the jurisdiction of their metropolitan states. As entities that have attained a status of de facto statehood, they epitomize unresolved conflicts between core principles and doctrines in public international law. This study addresses the interplay between law and politics against this context and problematizes false dichotomies that have arguably hindered the transformation of these territorial disputes. The author devotes particular attention to different ways of engagement with the de facto states below the level of political endorsement.

This comprehensive volume is the first systematic effort to explore the ways in which recognised states and international organisations interact with secessionist ‘de facto states’, while maintaining the position that they are not regarded as independent sovereign actors in the international system. It is generally accepted by policy makers and scholars that some interaction with de facto states is vital, if only to promote a resolution of the underlying conflict that led to their decision to break away, and yet this policy of ‘engagement without recognition’ is not without complications and controversy. This book analyses cases of incomplete secession after separatist wars and what this means for relations between central governments and de facto states. The work explores the interplay between violence and power by examining the micro-dynamics inherent in the process of escalation between separatists and central governments. These dynamics affect not only the security interactions between these entities, but also the character of political and governance relations that are built in the aftermath of secessionist war. The book provides comprehensive analyses of the evolution of post-conflict relations between the Republic of Moldova and Transnistria and between Georgia and South Ossetia and Abkhazia. Beyond these empirical and conceptual examples, the book contributes to a key debate in International Relations that addresses the relationship between democratisation, nationalism and violence, and its applicability to the study of escalation in the post-Soviet space. This book explores the changing nature of secessionist attempts in connection with rapidly evolving geopolitical and technological landscapes. By presenting theoretical chapters as well as case studies on various secessionist movements around the globe, the contributing authors study a range of topics, including: the role of the media in secessionist conflicts; secessionist referenda and the viability of secessionist attempts in terms of their internal dimension; and external support and interference. The book will appeal to political scientists and international relations scholars who are interested in the processes, politics and geopolitical implications of secessionist movements.

Recent unrest and political upheaval in Iraq and Georgia have brought attention to the place of minority populations in both countries. Using Iraqi Kurds and the Abkhaz of Georgia as case studies, this book addresses how ethnic identities become politicized across boundaries by states and political entrepreneurs, leading to mobilization of ethnic populations. This book bridges Middle Eastern studies with Post-Soviet studies, exploring the commonalities of cases in these regions to draw out patterns in cases of ethnic mobilization. It also provides a theoretical framework to examine the process of ethnic mobilization. Building on this theoretical framework, the book provides a detailed empirical analysis of the case studies of the Kurds in Iraq and the Abkhaz in Georgia. Analysis of both cases shows several common variables in cases of ethnic mobilization, including ethnic entrepreneurs, political opportunity structure, ethnic identity politicization, and resource mobilization. These variables form the environment in which ethnic mobilization occurs, motivated by such factors as state policy towards ethnic groups and external intervention to support ethnic groups.
