It is both the story of a particular city and the history of a global moment of massive urban transformation from the perspective of those at the center of this shift. Built around an archive of newspapers, oral history interviews, planning documents, and a broad compendium of development reports, Emily Brownell writes about how urbanites navigated the state’s anti-urban planning policies along with the city’s fracturing infrastructures and profound shortages of staple goods to shape Dar’s environment. They did so most frequently by “going to ground” in the urban periphery, orienting their lives to the city’s outskirts where they could plant small farms, find building materials, produce charcoal, and escape the state’s policing of urban space. This open access book introduces the function, implementation and governance of green infrastructure in Japan and other countries where lands are geologically fragile and climatologically susceptible to climate change. It proposes green infrastructure as an adaptation strategy for climate change and biodiversity conservation. In the face of climate change, dams, levees and floodways built as disaster prevention facilities do not sufficiently function against extraordinary events such as mega-floods and tsunami disasters. To prevent those disasters and loss of biodiversity in various ecosystems, we should shift from conventional hard measures to more adaptive strategies using various functions that natural and semi-natural ecosystems provide. Green infrastructure is an interconnected network of waterways, wetlands, woodlands, wildlife habitats and other natural areas that support native species, maintain natural ecological processes, sustain air and water resources and contribute to the health and quality of life for communities and people. Green infrastructure has mainly been discussed from adaptation strategy perspectives in cities and urban areas. However, to protect cities, which are generally situated at downstream lower elevations, we explore the preservation and restoration of forests at headwater basins and wetlands along rivers from a catchment perspective. In addition, the quantitative examination of flood risk, biodiversity, and social-economic benefits described in this book brings new perspectives to the discussion. Abstract: Prepared by the Committee on Adaptation to a Changing Climate of ASCE Civil infrastructure systems traditionally have been designed for appropriate functionality, durability, and safety for climate and weather extremes during their full-service lives; however, climate scientists inform us that the extremes of climate and weather have altered from historical values in ways difficult to predict or project. Climate-Resilient Infrastructure: Adaptive Design and Risk Management, MOP 140, provides guidance for and contributes to the developing or enhancing of methods for infrastructure analysis and design in a world in which risk profiles are changing and can be projected with varying degrees of uncertainty requiring a new design philosophy to meet this challenge. The underlying approaches in this manual of practice (MOP) are based on probabilistic methods for quantitative risk analysis, and the design framework provided focuses on identifying and analyzing low-regret, adaptive strategies to make a project more resilient. Beginning with an overview of the driving forces and hazards associated with a changing climate, subsequent chapters in MOP 140 provide observational methods, illustrative examples, and case studies; estimation of extreme events particularly related to precipitation with guidance on monitoring and measuring methods; flood design criteria and the development of project design flood elevations; computational methods of determining flood loads; adaptive design and adaptive risk management in the context of life-cycle engineering and economics; and climate resilience technologies. Many of the challenges that decision-makers grapple with in relation to climate change are governance related. Planning and decision-making is evolving in ambiguous institutional environments, in which many key issues remain unresolved, including relationships between different actors; funding arrangements; and the sources and procedures for vetting data. These issues are particularly acute at this juncture, as climate adaptation moves from broad planning processes to the management of infrastructure systems. Concrete decisions must be made. Adapting Infrastructure to Climate Change draws on case studies of three coastal cities situated within very different governance regimes: neo-corporatist Rotterdam, neo-pluralist Boston and semi-authoritarian Singapore. The book examines how infrastructure managers and other stakeholders grappling with complex and uncertain climate risks are likely to make project-level decisions in practice, and how more effective decision-making can be supported. The differences across governance regimes are currently unaccounted for in adaptation planning, but are crucial as best practices are devised.
