Environmental Change And Security

In the early years of the new millennium, hurricanes lashed the Caribbean and flooded New Orleans as heat waves and floods seemed to alternate in Europe. Snows were disappearing on Mount Kilimanjaro while the ice caps on both poles retreated. The resulting disruption caused to many societies and the potential for destabilizing international migration has meant that the environment has become a political priority.The scale of environmental change caused by globalization is now so large that security has to be understood as an ecological process. A new geopolitics is long overdue. In this book Simon Dalby provides an accessible and engaging account of the challenges we face in responding to security and environmental change. He traces the historical roots of current thinking about security and climate change to show the roots of the contemporary concern and goes on to outline modern thinking about securitization which uses the politics of invoking threats as a central part of the analysis. He argues that to understand climate change and the dislocations of global ecology, it is necessary to look back at how ecological change is tied to the expansion of the world economic system over the last few centuries. As the global urban system changes on a local and global scale, the world’s population becomes vulnerable in new ways. In a clear and careful analysis, Dalby shows that theories of human security now require a much more nuanced geopolitical imagination if they are to grapple with these new vulnerabilities and influence how we build more resilient societies to cope with the coming disruptions. This book will appeal to level students and scholars of geography, environmental studies, security studies and international politics, as well as to anyone concerned with contemporary globalization and its transformation of the biosphere.

The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.

Severe droughts, damaging floods and mass migration: Climate change is becoming a focal point for security and conflict research and a challenge for the world’s governance structures. But how severe are the security risks and conflict potentials of climate change? Could global warming trigger a sequence of events leading to economic decline, social unrest and political instability? What are the causal relationships between resource scarcity and violent conflict? This book brings together international experts to explore these questions using in-depth case studies from around the world. Furthermore, the authors discuss strategies, institutions and cooperative approaches to stabilize the climate-society interaction.

The year 2007 could perhaps accurately be described as the year when climate change finally received the attention that this challenge deserves globally. Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.

Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Experts discuss the risks global environmental change poses for the human security, including disaster and disease, violence, and increasing inequity. In recent years, scholars in international relations and other fields have begun to conceive of security more broadly, moving away from a state-centered concept of national security toward the idea of human security, which emphasizes the individual and human well-being. Viewing global environmental change through the lens of human security connects such problems as melting ice caps and carbon emissions to poverty, vulnerability, equity, and conflict. This book examines the complex social, health, and economic consequences of environmental change across the globe.
