This volume, based on papers presented at a conference on Environmental Security after Communism at Carleton University, explores the linkages between environmental quality and security in Eastern Europe and the Soviet successor states.

Featuring fresh contributions from leading scholars, this new volume considers a varied range of post-war, post-Dayton and post-9/11 problems and issues, reminding readers that Dayton is not the only challenge to the safety, stability, and long-term viability of the post-war Bosnian state. Drawing together all the latest research, this book covers new ground in its discussion of post-9/11 security concerns, and in its leading-edge analyses of crime, corruption, and terror in a transitional state. It takes Bosnia-Herzegovina seriously as a subject of regional and international affairs, and is a critically important contribution to scholarship, showing how redefined global security concerns have heavily altered international and domestic security priorities in Bosnia-Herzegovina, with corresponding implications for post-war justice and identity politics, foreign intervention, and state-level institution building. This volume is the first comprehensive scholarly analysis of the strategic reconfiguration of Central Asia as Russia has become more disengaged from the nations in the region and as these nations have developed new relations to the south, east, and west. The international implications are enormous because of the rich energy sources—oil and natural gas—located in the Caspian Sea area. The authors assess a variety of internal security policy challenges confronting these states—for example, the potential for conflict arising from such factors as a mixed ethnic population, resource scarcity, particularly in relation to water management, and an Islamic revival. They also examine the security policy content of relations between the Central Asian states and regional and international powers—specifically the stakes, interests, and policies of Russia, China, Iran, Turkey, and the United States. These internal challenges and the evolution of relations with external powers may result in new cooperative relationships, but they may also lead to destabilizing rivalry and interstate enmity in Central Asia. It is important to identify new patterns of relevance for future security cooperation in the region, but the potential for a new security system or for new institutions to manage security in the region remains uncertain. These issues are explored by a team of prominent specialists from Western Europe, the United States, Russia and China.

Eurasian security governance has received increasing attention since 1989. The North Atlantic Treaty Organisation, the institution that best served the security interests of the West in its competition with the Soviet Union, is now relatively ill-equipped resolve the threats emanating from Eurasia to the Atlantic system of security governance. This book investigates the important role played by identity politics in the shaping of the Eurasian security environment. It investigates both the state in post-Soviet Eurasia as the primary site of institutionalisation and the state's concerted international action in the sphere of security. This investigation requires a major caveat: state-centric approaches to security impose analytical costs by obscuring substate and transnational actors and processes. The terrorist attacks on the World Trade Center and the Pentagon marked the maturation of what had been described as the 'new terrorism'. Jervis has argued that the western system of security governance produced a security community that was contingent upon five necessary and sufficient conditions. The United States has made an effort to integrate China, Russia into the Atlantic security system via the Partnership for Peace (PfP) programme and the Euro-Atlantic Partnership Council. The Black Sea Economic Cooperation has become engaged in disseminating security concerns in fields such as environment, energy and economy. If the end of the Cold War left America triumphant, Russia's new geopolitical hand seemed a terrible demotion. Successfully rebalancing the West and building a collaborative system with Russia, China, Europe and America probably requires more wisdom and skill from the world's leaders.--
