Central Asian Security

This volume is the first comprehensive scholarly analysis of the strategic reconfiguration of Central Asia as Russia has become more disengaged from the nations in the region and as these nations have developed new relations to the south, east, and west. The international implications are enormous because of the rich energy sources—oil and natural gas—located in the Caspian Sea area. The authors assess a variety of internal security policy challenges confronting these states—for example, the potential for conflict arising from such factors as a mixed ethnic population, resource scarcity, particularly in relation to water management, and an Islamic revival. They also examine the security policy content of relations between the Central Asian states and regional and international powers—specifically the stakes, interests, and policies of Russia, China, Iran, Turkey, and the United States. These internal challenges and the evolution of relations with external powers may result in new cooperative relationships, but they may also lead to destabilizing rivalry and interstate enmity in Central Asia. It is important to identify new patterns of relevance for future security cooperation in the region, but the potential for a new security system or for new institutions to manage security in the region remains uncertain. These issues are explored by a team of prominent specialists from Western Europe, the United States, Russia and China.

The present study offers an assessment of security concerns in Central Asia after the collapse of Soviet Union in 1991. It deals with the transition period for the five Central Asian States from the communist system to a democratic and pluralistic one. Essentially, the focus of the writer is on bilateral, multilateral and international commitments of these States to ensure peace and security in the region. The withdrawal of nuclear warheads from Kazakhstan, collective security formula, bilateral agreements and the role of the big powers all make an interesting study. The author has discussed these concerns in the context of the stance of neighbouring States vis-a-vis Central Asia. Economic interests also figure wherever necessary. This work is highly useful to those who would like to concentrate on any aspect of history in Central Asia and adjoining regions in the post-Soviet period.

The book also clarifies the influence of America, Russia, Europe, and China on Central Asian countries. Central Asia and international players' current association depends on geographic, political, economic, and security factors. Central Asia sits at the center of the Asian continent, a region rich in history and culture. This region benefits from a mixture of national identities that have been developed carefully for many decades. Central Asia consists of five former Soviet nations, as it is currently defined: Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan, and Kazakhstan. The war in Afghanistan has added considerably to the strategic significance of Central Asia due to its proximity to the conflict. Moreover, the continuation of the war increasingly involves the vital interests of many other actors other than the U.S. and NATO forces currently there. This monograph, taken from SSI's conference ("Contemporary Issues in International Security") with European and Russian scholars in 2010, provides a comprehensive analysis of the means and objectives of Russia's involvement in Central Asia. It provides Russian perspectives concerning the other actors in Central Asia and how Moscow views the policy significance of those efforts, and a French analysis of the strategic situation evolving there. For obvious reasons: the war in Afghanistan, proximity to major global actors, large energy holdings, and for less obvious reasons, i.e., that possibility that domestic instability in one or more of these states could spread to other Muslim states as we now see in the Arab revolutions of 2011, Central Asia is an increasingly important and interesting region.

Central Asia remains on the periphery, both spatially and in people’s imaginations. When the region does attract international attention, it is often related to security issues, including terrorism, ethnic conflict and drug trafficking. This book brings together leading specialists from a range of disciplines including geography, anthropology, sociology and political science to discuss how citizens and governments within Central Asia think about and practise security. The authors explore how governments use fears of instability to bolster their rule, and how securitized populations cope with (and resist) being labelled threats through strategies that are rarely associated with security, including marriage and changing their appearance. This collection examines a wide range of security issues including Islamic extremism, small arms, interethnic relations and border regions. While coverage of the region often departs from preconceived notions of the region as dangerous, obscure and volatile, the chapters in this book all place emphasis on the way local people understand security and harmony in their daily lives. This book will be of interest to students and researchers of Central Asian Studies as well as Security Studies and Political Science. The chapters were originally published in the journal Central Asian Survey.

While security concerns have assumed salience across the globe, Afghanistan’s proximity to Central Asia has meant that security or perceptions of insecurity dominate the strategic discourse in the region. Issues that stand out include the challenges that the Central Asian states will face in terms of stability, ethnic tensions, radicalization of youth, destabilization of commodity flows and energy security and the impact that these could have on Central Asian society. However, security cannot just be defined in terms of security at the borders. It needs to be defined in ‘cosmopolitan’ terms through an array of issues like movements across borders, radicalism within states, the sharing of water, and various multilateral attempts at combating insecurity. This volume is an attempt to focus on some of these issues that reflect on perceptions of security principally from Indian and Uzbek positions. It examines shifts over the last two decades, from debates on the geopolitical importance of the region from a great game perspective to the salience of new engagements within the international arena.
