EU Conditionality in Turkey: When Does it Work? When Does it Fail? seeks to address several interconnected questions on the terms, circumstances, and factors that make the dynamics of conditionality work or fail in the case of the European Union-Turkey relationship. Analyzing the areas of disputes and of agreements, the contributions of this edited volume are focused on exploring the strengths and weaknesses of what the conditionality offers or stipulates, and what Turkey, as a candidate state, is capable or incapable of performing in response. Through a detailed analysis of each separate case underlined by the parties involved in the process of Turkey’s accession to the EU, the editors and the contributors of this collection expertly infer how, when, and under what conditions the concept of conditionality works or fails.

Turkey has been a critical case to study to assess the impact of EU conditionality on non-member states, but has lost its visibility following the debates on the detachment of Turkey from the EU gradually since 2005. This book studies Turkey–EU relations in the area of foreign policy from 1987 when Turkey applied for full membership and expanding to the present-day retrenchment of Turkey from the EU. It provides a unique perspective in looking to explain the entirety of the EU–Turkey relations during this period, covering both transformation and retrenchment of Turkish foreign policy from the EU requirements. The book further illustrates that the conditionality mechanism is still relevant to study EU–Turkey relations, and when applied systematically, can map both attachment and detachment from the EU. It is also critical to understand how Turkey has distanced itself from the EU gradually and incrementally. This book examines the impact of European political conditionality on the process of democratization in Turkey over a twenty year period. Employing theoretical and conceptual approaches to the issue of EU conditionality, the author compares the case of Turkey to that of other European nations. Arguing that Turkey became vulnerable to the European conditionality when it applied for membership in 1987, he shows how the political reforms demanded of Turkey were not fully carried out as the EU had not in essence accepted Turkey as an official candidate during this period. The EU has started to exert real ‘active leverage’ since Turkey was declared an official candidate in 1999, and the author explores how these conditions have exerted a positive influence on democratic consolidation in Turkey. However, its effectiveness in this regard has diminished to a significant extent due to a number of problems that have continued to remain central in EU-Turkey relations. This comprehensive analysis of Turkey-EU political relations and democratization places the case of Turkey within an international context. Given the recent inertia in EU-Turkey relations in the midst of regional economic and political upheavals, Europeanization of Turkey takes a step back from the latest headlines to provide a comprehensive stocktaking of EU-inspired reform efforts in Turkey with an eye to understanding how effective or ineffective EU conditionality has been in making Turkey's key political institutions, actors and culture more compatible with European norms. In addition to contributing to the theoretical literature on the differential effects of Europeanization on the domestic realm, this volume also expands the existing scope of research to include questions of how socialization through the accession process operates under high levels of uncertainty about the attainability of European Union membership. Applying a uniform analytical framework and the methodology of process tracing, the authors in this volume assess the nature and degree of change that has occurred in various dimensions of Turkish domestic polity and politics in the context of Turkey's post-1999 EU accession. Engaging with important practical issues such as whether potential membership in the EU has brought about positive change, in which areas this change is manifest, and how significant this change has been, this book is an essential resource for students, scholars and researchers seeking to understand contemporary relations between the EU and Turkey.

This book presents an in-depth analysis of the role played by the EU accession process in Turkey’s democratic evolution and in the empowerment of the Justice and Development Party (AKP) in the early 2000s. Often moving against the grain of consolidated analytical positions, the author finds that the accession process can have a critical impact on the political evolution and institutional setting of an aspiring member state that goes well beyond the simple Europeanization process (or EU accession conditionality). In the case of Turkey, that process created the essential conditions and environment for the country’s political modernization by helping the emergence of a “periphery” (including Kurds, “conservative” Muslims and non-Muslims) that secularism had pushed into a marginal, secondary status in Turkish society. Turkey’s gradual evolution in an authoritarian direction, following the stalling of the EU accession process, offers further proof of the decisive role that the EU accession can play in a country’s democratic advancement.
