European Citizenship In The Process Of Construction

European citizenship is still a contested concept, bringing together two notions and therefore two different debates: one around Europe and European identity, And The other related to citizenship and non-citizenship. Europe, In an ongoing process of construction, should be shaped and defined by its citizens. Young people in particular have a special interest in and concern about what kind of Europe they want to live in. it is therefore important to reflect on how European citizenship and debates around European identity could help and empower young people to actively contribute to building Europe. The essays collected here address this issue. They present the debates and findings of the research seminar entitled "Young People and Active European Citizenship" organised by the Youth Partnership between the Council of Europe And The European Commission. European citizenship remains one of the main priorities of this partnership.

Although great efforts have been made to understand citizenship, it has remained a contested concept, largely because of the problem of the changing relationship between citizens and their community of membership or belonging. The European Union poses the most recent and dramatic change to this definition of citizenship. Arguing that citizenship must be explored from a perspective that takes this continual change into account, Antje Wiener develops the concept of citizenship practice; the process of policymaking and/or political participation which contributes to creating the terms of citizenship. The approach draws on both comparative social, historical literature on the state and the new historical institutionalism in European integration theories. “European” Citizenship Practice advances a discursive analysis of citizenship practice based on these related bodies of literature, which lie at the heart of this important contribution to citizenship studies.

The Politics of Mobile Citizenship in Europe explores contemporary models of national and European Union (EU) citizenship in the context of intra-EU mobility. Scholars have often addressed these models from separate disciplinary standpoints. National citizenship has been studied through the prism of citizenship studies and EU citizenship from an EU studies viewpoint. To contribute to their ongoing discussion and offer a politically embedded perspective, Siklodi applies the citizenship studies lens to the analysis of EU-wide survey data and original focus group evidence of young and highly educated EU mobiles and stayers in Sweden and Britain. Specifically, she investigates political community building processes, including processes of differentiation and exclusion, and the dimensions of citizenship – identity, rights and participation – at the national and EU levels. Siklodi proposes a redefinition of the active/passive citizen dichotomy in terms of mobiles/stayers to provide a more accurate description of contemporary citizen attitudes and behaviours across the European community.

The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged. This volume of the European Studies represents one of the first interdisciplinary attempts to examine the manifold uses and possibilities of a Europeanization problematic. An international team of contributors drawn from the disciplines of Politics, Sociology, History, Anthropology, and Law explore processes of institution-building and identity formation through the optic of Europeanization. Their work offers new insights as regards the development of European integration, pointing particularly to the need for a genuinely interdisciplinary European Studies which encompasses, but is not limited to, the study of the European Union.

Over the last two decades, the process of European integration has become interwoven with the theme of citizenship and the debate on the democratic quality of the EU and of its institutions has become more salient. What are the views about Europe which emerge when we interrogate the national elites of the four large South European countries, Greece, Italy, Portugal, Spain and what is their vision of a supra-national citizenship in its different facets? Are these views sufficiently homogeneous and do they distinguish themselves from those of the rest of the European Union to the point of enabling us to talk about a "distinctive region of Europe"? Which interpretation(s) of European citizenship emerges from a systematic exploration of these opinions? Using a set of survey and textual data collected in the framework of the IntUne project, the authors attempt to provide some original answers to these questions.
