European Identity And Citizenship

This book critically engages with the concept of European identity and citizenship, and the role of the European Union in diaspora, membership and emigration policies. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. This book will be of key interest to scholars and students of European Union politics, European studies, migration studies, American and Canadian studies, and the sociology of migration.

This book uses a theoretical and empirical approach to explore the philosophies of European citizenship and European identity. The author applies a focused analytical framework to argue that European identity and citizenship should be perceived as postmodern categories which are multi-layered, dynamic and fluid. The book offers a detailed review of political and legal studies which do not comprehend or explain postmodernist concepts of citizenship and identity. In the theoretical part of the book various philosophical models of citizenship and identity (from antiquity to the postmodern era) are portrayed, and the author's own theory and analytical framework is developed. The empirical part of the book discusses a variety of case studies illustrating how European Union policies apply to this framework.

In this original and insightful analysis, Enikő Horváth focuses on three processes of legal evolution in Europe that affect the meaning of membership and individual identity: • the increasing salience of supranational ‘culture’ and rights; • ‘kinship’ legislation privileging non-nationals with linguistic, cultural, and ethnic ties to a given state; and • the emergence of plural nationality as an acceptable (and even welcome) phenomenon. The author’s treatment is notable for its informed appreciation of both the content of relevant European and national laws and the ways in which these laws are embedded in particular social and political frameworks. In addition to extending the legal theory on citizenship and nationality, the analysis draws on sociology, social psychology, and political theory to anchor its insights and recommendations. After two in-depth chapters introducing the complexities of the subject matter, three distinct but interwoven chapters show how each of the three processes has unfolded in a given context, offer detailed explanations and suggestions as to why each development has occurred in the manner that it has, and discuss the legal, political, and sociological issues raised by the particular development. This title was first published in 2002. This study, undertaken with the support of the Ford Foundation under the scientific leadership of Khadija Mohsen-Finan, Remy Leveau and Catherine Wihtol de Wenden considers the new forms of citizenship and identity that have emerged within the settlements of immigrant populations in various countries in Europe. Through their claims to citizenship, shifting religious identities and by occupying the high ground both locally and at European level, these communities challenge long standing citizenship models and give full meaning to the concepts of supranational European citizenship. The contributors question whether such European citizenship will include all residents of Europe or whether it will serve to increase the exclusion felt by certain groups of migrants. This book is the first monograph to systematically explore the relationship between citizenship and collective identity in the European Union, integrating two fields of research – citizenship and collective identity. Karolewski argues that various types of citizenship correlate with differing collective identities and demonstrates the link between citizenship and collective identity. He constructs three generic models of citizenship including the republican, the liberal and the caesarean citizenship to which he ascribes types of collective identity. The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged.
