To what extent is business activity governed at a European scale? Since the advent of the recent economic crisis, the EU’s choices about the euro, debt ratios and interest rates have caught the headlines and highlighted the importance of EU decision-making arenas. However, these macro-economic events actually tell us only part of the story about the extent to which business activity is now governed at a European scale. Based upon original research on four manufactured or processed goods industries (cars, wine, pharmaceuticals and aquaculture), and driven by theory that is constructivist, institutionalist and sociological, this book sets out to analyse just what Europe governs, by whom and why. In doing so, it reveals three recurrent features of the European government of industries: its omnipresence, its incompleteness and its de-politicization. The authors show that the many gaps in the EU’s mode of governing industries stem from struggles over economic doctrine as well as the continued unwillingness of many actors to accord the EU a legitimacy to act politically in the name of industrial government. This book will be of key interest to scholars and students of European Studies and Political Economy as well as those studying Political Science, Economics, Sociology and Business Studies.

How the objective of a resource-efficient low carbon economy is to be reached and how the transition is managed are the key issues addressed by this publication. The two main focuses are industrial policy and employment prospects on the road to a green economy that retains its industrial base. Any lasting recovery of the real economy will necessarily take the shape of a more resource-efficient production model. While we argue that only a more ambitious and comprehensive European climate policy framework would have a chance of delivering the broader 2050 climate targets, this does not mean that Europe has to give up its industrial base and its related competences. Several chapters of this book argue that the option of attaining a low-carbon economy through ‘deindustrialisation’ would prevent Europe from preserving its competitiveness and knowledge base, which are also essential for exploiting the potential of the emerging eco-industry. While decoupling economic growth from resource use is also possible with an industrial base that is more energy-and resource-efficient, this does require a fundamental shift in terms of how the economy is managed and how business decisions are made. Sustainable industrial and structural policies are needed also in order to ensure that this revolutionary process takes place in a socially balanced manner.

This text presents currrent studies of some of the major industries in Europe. It is written specifically from a European perspective with no bias to any particular country.

The Structure of European Industry is a collection of essays on the economic organization of industrial sectors in Europe, which may serve either of policy makers in business and in Government; and staff and students at Universities. The first group increasingly needs a focus on the longer-term developments of European industry, now that the positive (growth) effects of the economic integration of the sixties have worn off. Restructuring is the current catch word and nobody can deny the necessity and urgency of the task. But it has become a day-to-day affair and there may be a loss of perspective. The second group is growing up in an international environment and should be equipped accordingly. Many-faceted tasks are involved with serving either depending on the problems which differ according to industries. And here the bewildering complexity of the European industrial scenery strikes. Some of these industries are old fashioned; some are new; some are national in orientation; some have become integrated; some have a competitive structure; some are cartellized or heavily concentrated; some have been interfered with by national Governments, others were free from such policing; etc. Moreover, a number of industries show various combinations of these and other facets at the same time.

The main objective of this book has been to carry out research into the definition of industrial policy and its goals; to evaluate previously-introduced policies and instruments; and to identify the future challenges for and features of a modern EU industrial policy. A modern industrial policy is seen as a non-traditional policy towards the industrial sector, based not necessarily on only the elimination of market failures (within the sectoral and/or horizontal approaches), but rather on the expanding the scope of industrial economic activities within the framework of both the pre- and post-fabrication stages. The book targets three market segments: academics; policy and decision-makers at the EU, national and regional level, as well as business practitioners. It includes a wide-ranging analysis of different spheres of industrial policies conducted within the European Union, making it of interest to an international audience. Each chapter also offers detailed and valuable comments, as well as conclusions that can be generally applied, ensuring the book’s universality. The book presents the results of a research project conducted in the Collegium of World Economy at the Warsaw School of Economics.

The years since the global financial crisis have seen something of a renaissance in the manufacturing industry. The United States has launched its Advanced Manufacturing Partnership, and China owes much of its spectacular economic boom in the last decades to its being the 'world's factory'. Is there room for the EU in this landscape? This timely new book explores Europe’s role in this evolving environment.
