European Integration And The Governance Of Higher Education And Research

This book explores the visions underlying the attempts to reform the European University as well as two European integration processes. It presents a framework for analyzing ongoing modernization reforms and reform debates that take place at various governance levels and a long-term research agenda. It convincingly argues why the knowledge basis under the current University reforms in Europe should be considerably strengthened.

The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

This book tells the story of the European Movement’s mission to create—through education—a European spirit in order to secure the success of European integration. This book draws links between the crisis of solidarity experienced by the European Union today and the difficulties faced throughout European integration to develop a fully-fledged EU education policy. It makes the case that education has not been a stable mechanism for fostering spirit due to its national attachment to identity and nation-building. Without education, it has been difficult to foster the spirit needed to establish a strong citizen-wide sense of European solidarity to overcome the crises the EU faces today. Exploring the connection between education and solidarity through the notion of spirit, the book presents an interdisciplinary study that avoids the compartmentalisation of education studies, philosophy and political science to bring ideas together that shed fresh light on contemporary debates currently under the spotlight.

This book is the first comparative volume on European research and higher education policies.

This book analyses and describes the effects of the reforms of the European science systems on research. Taking the multilevel governance of the science system into account, the authors describe the effects of the reforms on different aspects: research collaborations and research lines, PhD education, performance profiles, research funding and legal aspects. The first part of the book deals with “PhD education” from an economic perspective. How successful are Research Training Groups and is heterogeneity really a factor of success? What kind of PhD education leads to success? The second part focuses on the interactions of governance and research. How do changes at the national and organisational level influence research cooperation, research lines and research performance? The third part reflects the Europeanisation and Internationalisation of research and research funding. To what extent are research collaborations becoming international? How is the role of European funding agencies changing?

Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. This book sets out political economy explanations for higher education policy reform in Europe in the initial decades of the 21st century. With a sustained focus on the national level of policy implementation, institutional change is considered in relationship to broader trends in economic development and globalization. Since the concept of a “Europe of Knowledge” was presented by the European Commission in 1997, the pursuit of global competitiveness sets the context for the international initiative of the Bologna Process that has created the European Higher Education Area (EHEA). Growing from 29 to 48 participating countries, there are three core explanations for change in the policy process: globalization (economic), intergovernmentalism (political), and Europeanization (social). As part of multi-method research analysis, this book presents qualitative case studies on Portugal and Spain to consider points of comparison, including national governance history and modernization of higher education institutions. The structure of government in these countries affects the policy reforms. Ultimately, the Bologna Process serves as a model for integration of higher education reform in other world regions. This book is essential reading for students, researchers, and policy makers in the fields of education, economics, and public policy.

This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public.
