Evolving Perspectives On Icts In Global Souths

This book constitutes the refereed proceedings of the 11th International Development Informatics Association Conference, IDIA 2020, held in Macau, China, in March 2020.* The 14 revised full papers presented were carefully reviewed and selected from 43 submissions. The papers are organized in topical sections on ICT4D: taking stock; harnessing frontier technologies for sustainable development; ICT4D discourse, methodologies, and theoretical reflections; the evolving Global Souths. *The conference was held virtually due to the COVID-19 pandemic.

This Handbook is a critical resource for carefully considering the possibilities and challenges of strategically integrating participatory action research (PAR) and community development (CD). Utilizing practical examples from diverse contexts across five continents, it looks at how communities are empowering themselves and bringing about systemic change.

This two-volume set LNCS 13192-12193 constitutes the refereed proceedings of the 17th International Conference on Information for a Better World: Shaping the Global Future, held in February 2022. Due to COVID-19 pandemic the conference was held virtually. The 32 full papers and the 29 short papers presented in this volume were carefully reviewed and selected from 167 submissions. They cover topics such as: Library and Information Science; Information Governance and Ethics; Data Science; Human-Computer Interaction and Technology ̧ Information Behaviour and Retrieval ̧ Communities and Media ̧ Health Informatics.

The near-ubiquitous spread of ICT offers unprecedented opportunities for social and economic agents, reshapes social and economic structures and drives the emergence of socioeconomic networks. This book contributes to the growing body of literature and present state of knowledge, offering the reader broad evidence on how new information and communication technologies impact women’s economic and social empowerment and hence have an impact on overall welfare creation. More specifically, it concentrates on demonstrating how ICT may become "empowering technologies" through their implementation. The book is designed to provide deep insight into the theoretical and empirical evidence on ICT as a significant driver of women`s social and economic development. Special focus is given to examining the following broad topics: channels of ICT impact on women's development; the role of ICT in enhancing women's active participation in formal labor markets; examples of how ICT encourages education, skills development, institutions development et alia, and thus contributes to women’s social and economic empowerment, as well as case-based evidence on ICT's role in fostering women’s equality. The primary audience for the book will be scholars and academic professionals from a wide variety of disciplines but mainly those who are concerned with addressing the issues of economic development and growth, social development, the role of technology progress in the context of broadly defined socioeconomic progress. Today, there are generally universities in Africa rather than ‘African universities’. The legitimacy of the university in Africa is under serious questions now because of its complicity in racism, patriarchy, sexism, colonialism, capitalism, genocide, epistemicide, linguicide, culturecide, and alienation. In other words, the university in Africa as we know it today is elitist and exclusionary. Therefore, rethinking the idea of the university is fundamental to overcoming its current deficiencies in the Global South. This volume, bringing together a number of national case studies and macro-analyses on the dynamics of changing higher education in the Global South, gestures towards the desired, imagined decolonial African university, which should be a site of multilingualism where African indigenous languages, cosmologies and ontologies become a central part of its identity and soul, intolerant of epistemicides, linguicides, and cultural imperialism, but a site of cognitive and social justice that fully embraces the idea that all human beings are born into valid, useful, relevant and legitimate knowledge systems.

Global in scope, it includes contributions and research projects from Asia, Africa and Latin America. The international scholarly community has taken a variety of approaches to question the impact of information society initiatives on populations in the Global South. This book addresses two aspects— Impact of research: How is the research on ICTs in the Global South playing a role in creating an information society? (e.g. policy formulation, media coverage, implementation in practice) and Research on impact: What is the evidence for the impact of ICTs on society? (i.e. the objectives of socio-economic development). This volume brings together a multiplicity of voices and approaches from social scientific research to produce an engaging volume for a variety of stakeholders including academics, researchers, practitioners, policy-makers and those in the business and civil sectors of society.
