Ex Ante Evaluation Of Home Grown School Feeding In Senegal

Home-grown school feeding programmes have seen a considerable growth around the world. These programmes play a key role in supporting the improvement of child health and facilitating access to education, as well as in stimulating economic development through local procurement. The rigorous evaluation of the effects of these programmes on children and local economy poses several challenges due to the presence of multiple treatment arms,complex targeting criteria and the difficulties from lack of treatment randomization. This report presents the results of a simulation analysis of different food procurement modalities employed by Senegal’s current school feeding programme (SFP) by using local economy-wide impact evaluation (LEWIE). The LEWIE methodology was designed to capture both the direct and the indirect impacts of a wide range of governmental programmes and policies in local economies. The findings suggest that SFPs in Senegal have significant positive impacts on production and income within a 10-km radius of beneficiary schools. These impacts grow as SFPs increase their sourcing from local traders and food producers.

This framework fosters the replication and scaling up of home-grown school feeding models and the mapping of opportunities for linking such programmes with relevant agricultural development and rural transformation investments.

Social protection is a key strategy in the fight against hunger and malnutrition. By addressing the underlying causes of hunger, social protection programmes can enhance households’ food consumption along with their ability to produce food and augment income. In the absence of social protection, the food-insecure are often forced to cope in ways that further increase their vulnerability and undermine their future income. The extension of social protection to these population groups is critical; however, the depth of its impacts depends on how programmes are designed and implemented. This social protection guidance note supports policy dialogue by considering different programming design options for social protection to better contribute to food security and nutrition outcomes.

This review was prepared jointly by the World Bank Group and the World Food Programme (WFP), building on the comparative advantages of both organizations. It examines the evidence base for school feeding programs with the objective of better understanding how to develop and implement effective school feeding programs in two contexts: a productive safety net, as part of the response to the social shocks of the global food, fuel and financial crises, and a fiscally sustainable investment in human capital, as part of long-term global efforts to achieve Education for All and provide social protect.

Setting nutrition guidelines and standards has been recommended internationally to ensure that school meals are in line with children’s nutrition needs and adequate to their context. This report provides a descriptive overview of the situation of school meal nutrition guidelines and standards in 33 low and middle-income countries as reported through a global survey. The report identifies key aspects to consider for stakeholders who are planning to develop or update their guidelines and standards in the context of school meal programmes.

For the goals of Education for All (EFA) to be achieved, children must be healthy enough not only to attend school but also to learn while there. Because school health and nutrition programs specifically benefit poor, sick, and hungry children, they can make a key contribution to achieving EFA's goals. However, children can benefit only if the programs reach them. Rethinking School Health: A Key Component of Education for All describes how schools have been used as a platform for delivering familiar, safe, and simple health and nutrition interventions to hard-to-reach children in low-income countries. The book's foreword was written jointly by Elizabeth King of the World Bank, Susan Durston of the United Nations Children's Fund (UNICEF), and Qian Tang of the United Nations Educational, Scientific and Cultural Organization (UNESCO), indicating the interagency support for this approach.
