Exporting Urban Korea

A detailed examination of the “Korean development model” from its urban dimension, evaluating its sociopolitical contexts and implications for international development cooperation. There is an increasing tendency to use the development experience of Asian countries as a reference point for other countries in the Global South. Korea’s condensed urbanization and industrialization, accompanied by the expansion of new cities and industrial complexes across the country, have become one such model, even if the fruits of such development may not have been equitably shared across geographies and generations. The chapters in this book critically reassess the Korean urban development experience from regional policy to new town development, demonstrating how these policy experiences were deeply rooted in Korea’s socioeconomic environment and discussing what can be learned from them when applying them in other developmental contexts. This book will be of great interest to scholars and researchers in the field of urban studies and developmental studies in general, and in Korea’s (urban) development experience in particular. This book reviews South Korea’s experiences of kŭndaehwa (modernization), or catching up with the West, with a focus on three major historical projects, namely, expansion of new (Western) education, industrialization and democratization. The kŭndaehwa efforts that began in the last quarter of the nineteenth century have now fully transformed South Korea into an urban industrial society. In this book we will explore the three major issues arising from the kundaehwa process in Korea: How was the historical transformation made possible in the personalistic environment?; How personalistic is modern Korea?; And how difficult is it to build an orderly public domain in the pesonalistic modern Korea and how do Koreans respond to this dilemma of modernization? As an examination of modernization as well as Korea, this book will appeal to students and scholars of Korean studies, sociology, politics and history.

In Asia, there are a growing number of gigantic megacities, accompanied by a series of speculative and extravagant megaprojects. Amid the fast-paced urban and development challenges, many Asian governments have been searching for replicable and inspirational cases in Asia. South Korea and its capital city, Seoul, are among frequently referenced models. However, South Korea’s "economic miracle" in the late twentieth century has been mostly studied through an economic policy lens. This book revisits the development of South Korea by looking at its urban dimension and exploring the city of Seoul as a developmental megaproject. Offering an alternative to the focus on economic policies when it comes to explaining South Korea’s development successes, Joo looks at the urbanization that took place under the guidance of the strong developmental state. She provides empirical evidence of the "property state" at work, both complementing and supporting the developmental state. She also analyzes why and how Seoul was able to emerge as an important Asian global city and a global front-runner in terms of ambitious and pioneering urban investments, despite its relatively recent history marked by massive slums and urban poverty. This book provides an analytical framework for studying South Korea’s modern development under capitalism as a precursor to East Asian urbanism and development. It paints a comprehensive story of how cities have been politically and economically important to Korea’s development experience and are increasingly becoming a new mode of development.

Global Urbanism is an experimental examination of how urban scholars and activists make sense of, and act upon, the foundational relationship between the ‘global’ and the ‘urban’. What does it mean to say that we live in a global-urban moment, and what are its implications? Refusing all-encompassing answers, the book grounds this question, exploring the plurality of understandings, definitions, and ways of researching global urbanism through the lenses of varied contributors from different parts of the world. The contributors explore what global urbanism means to them, in their context, from the ground and the struggles upon which they are working and living. The book argues for an incremental, fragile and in-the-making emancipatory urban thinking. The contributions provide the resources to help make sense of what global urbanism is in its varieties, what’s at stake in it, how to research it, and what needs to change for more progressive urban futures. It provides a heterodox set of approaches and theorisations to probe and provoke rather than aiming to draw a line under a complex, changing and profoundly contested set of global-urban processes. International Perspectives on the Belt and Road Initiative investigates the most significant global‐scale international trade expansion and capital investment programme since the Second World War. This book focusses on the multi-national perspectives of the Belt and Road Initiative (BRI) in order to interrogate the Chinese government’s representation of it as a symbol of "peace, cooperation, development and mutual benefit." With specific focus on the interrelationship between geopolitics, infrastructure investments and urban regional development, the book reflects on 12 countries’ experiences in depth, including those of Iran, Pakistan, Brazil, Thailand, Indonesia, Japan and Ethiopia, specificly to their economic development levels, political systems, power dynamics and socio-environmental issues. The book clarifies and contributes new knowledge on the nature of BRI concerning its relationship to globalism, neo-colonialism, the notion of developed vs developing countries and their institutions and macro-micro benefits and impacts. In doing so, the book offers a balanced account of the antagonistic geo-political narrative of socio-political conflict and the collaborative framework of real socio-economic flows and development. This book showcases how innovative state policy in Korea transformed Seoul from one of the world’s most impoverished, polluted, and congested cities into a global leader in green urban planning, smart city innovations, and social economy initiatives that have dramatically improved the local quality of life. Today, Seoul’s urban planning innovations are increasingly touted as replicable best practices for export to cities across the globe. This book describes how innovative state policy has made Seoul a world leader in sustainable, smart, and solidary urban initiatives. Beginning in the 1960s, Seoul led the fastest urbanization and modernization project in world history, becoming a colossal 26-million-person metropolitan region and one of the largest footprints of humanity on earth, transforming the nation from one of the world’s poorest to having the 10th largest GDP in 2020. Today, Seoul has become one of the most productive and innovative urban agglomerations on earth. Seoul’s residents enjoy the world’s highest penetration of high-speed internet, a model mass transit system, and advanced smart-city technologies. The vast city has become increasingly green and sustainable, while also recycling about 90% of all waste. Seoul has become a leader in social economy innovations like cooperative villages, mutual benefit societies, and social investment funds that advance equitable development goals amid a booming capitalist economy. To broaden our imagination of what good urbanism can achieve, this book reviews Seoul’s recent innovations in smart, sustainable, and solidary urbanism, including: green urban planning, sustainable development through recycling and reuse, well-managed mass transit, smart city design, and solidarity economy initiatives.

Urban planning is not just about applying a suite of systematic principles or plotting out pragmatic designs to satisfy the briefs of private developers or public bodies. Planning is also an activity of imagination, with a stock of wisdom and an array of useful methods for making decisions and getting things done. This critical introduction uncovers and celebrates this imagination and its creative potential. Nicholas A. Phelps explores the key themes and driving questions in the circulation of planning ideas and methods over time and across spaces, identifying the contrasts and commonalities between urban planning systems and cultures. He argues that the tools for inclusive urban planning are today, more than ever, not solely restricted to the hands of planning bodies, but are distributed across citizens, a variety of organizations (what Phelps calls ‘clubs’) and states. As a result, the book sets the ground for the new arrangements between these groups and actors which will be central to the future of urban planning. By unsettling standard accounts, this book compels us towards more critical and creative thinking to ensure that the imagination, wisdom and methods of urban planning are mobilized towards achieving the aspiration of shaping better places.
