The contributors explain the provisions of the Declaration, and how it provides a framework for ensuring justice, dignity, and security for the world's Indigenous peoples, the development and adoption of the Declaration, and ways and means of implementing the Declaration within Canada and internationally. This book provides accessible information and guidance on the Declaration and how it might be used to advance human rights.

This report is an independent review of British Columbia's child protection system. It includes recommendations to improve: monitoring and public reporting of the government's performance in protecting and providing services for children and youth in British Columbia; advocacy for children and youth; the system for review of child deaths; and the public reporting of child death reviews to ensure that it balances the need for public accountability with the privacy interests of the families and others involved. Information is included on the unique situation of Aboriginal children and families in British Columbia's child welfare system. The safety and well-being of B.C.'s children, youth and families are at the centre of this report.

This volume addresses the contentious and topical issue of aboriginal self-government over child welfare. Using case studies from Australia and Canada, it discusses aboriginal child welfare in historical and comparative perspectives and critically examines recent legal reforms and changes in the design, management and delivery of child welfare services aimed at securing the 'decolonization' of aboriginal children and families. Within this context, the author identifies the limitations of reconciling the conflicting demands of self-determination and sovereignty and suggests that international law can provide more nuanced and culturally sensitive solutions. Referring to the UN Declaration on the Rights of Indigenous Peoples, and the UN Convention on the Rights of the Child, it is argued that the effective decolonization of aboriginal child welfare requires a journey well beyond the single issue of child welfare to the heart of the debate over self-government, self-determination and sovereignty in both national and international law.

Presents findings and recommendations of a British Columbia task force that examined questions related to safeguards for children and youth placed in foster or group home care. It first reviews the task force review process and states the principles enshrined in provincial legislation that guided the task force deliberations. It then discusses findings and makes recommendations with regard to safeguards, the foster care system, resource allocation, staffing, contact with social workers, supply of foster and group homes, assessment and planning, training, support, youth in care, accountability, multicultural communities, and First Nations.
