Finance In Public Higher Education In Cambodia

This volume seeks to identify and explore the dynamics of global forces on the development of higher education in Asia, in particular, how neoliberalism has affected reforms on university governance and management in the region. It includes a set of country-specific studies on how various countries have responded to the dominant neoliberal ideology at the systemic, institutional, and process levels. The focus is on the relationship between the state and the universities, which is usually reflected in the degree of autonomy and accountability allowed in a particular higher education system. The selected countries are Cambodia, China, Indonesia, India, Japan, Malaysia, Singapore, South Korea, and Thailand. Each case study examines the establishment of corporatised or autonomous universities in the country focusing on (i) the acts, reports, and/or policies that led to such a move as well as the rationales behind the move; (ii) the changes in the governance and organisational structure of the universities, highlighting the kinds of autonomy that the universities have; (iii) the new management strategies, techniques, and practices that have been introduced to the university including the internal and external quality assurance mechanisms, and (iv) some of the tensions, conflicts, and acts of resistance that may have emerged.

This book is the most comprehensive account yet published about the education system in Cambodia. It covers all system levels and draws upon the knowledge and insights of a wide range of leading Cambodian and foreign scholars. The book focuses on how the system has developed and is making progress. Significant achievements over the past two decades are evident, but many problems remain, including the poor quality of teaching, research and institutional management. Under-funding is an ongoing obstacle, but so too is a bureaucratic culture of resistance to change, a history of weak governance, and an anti-reform sentiment deriving from a teacher-centred and exam-driven curriculum. Achieving international standards must now be the system’s highest priority. To this end, the system must rid itself of conservatism, complacency and manipulation by parochial vested interests.

With contributions from several Asia-Pacific countries, this book compares performance and productivity in higher education from the perspective of institutional change. Using multiple methods and datasets and including case studies from Australia, Cambodia, China, Malaysia, India and Japan, the authors focus on shedding light on the efficacy of institutional policies and reforms. The worldwide Gross Enrolment Ratio (GER) in higher education neared 40 per cent in 2020 due to the dramatic increase in enrolments in many developing economies, especially in Asia. This significant increase in the number of students in higher education brings great benefits but requires major ongoing investment by governments around the world. This growth has followed waves of internationalization and marketization, and universities are undergoing substantial change in their organization and character. The goal of many institutional policies and reforms has been better performance and higher productivity. Yet little is known about whether they have achieved this aim. Students, government officials and university leaders all have the right to ask whether the outcomes of higher education justify the costs of running the system. Although increasing attention has been paid to higher education institutions’ management and operation, the study of higher education performance and productivity is still in its relative infancy compared to other enterprises. Written for students and scholars interested in higher education management and productivity, this book will also appeal to government officials and university leaders keen to know more about institutional reform and how to achieve better performance.

Private higher education (HE) growth in Asia has been much more rapid than in other parts of the world. This has led to a reduction in the burden on governments to finance HE with public funds; and diversification of the mission, scope, and role of private HE institutions in offering an alternative to public HE. While several Asian universities are highly ranked globally, Asia is also home to numerous private colleges of poor quality. This publication provides a timely analysis of policies governing private HE and presents operational recommendations for development partners in their support to this field in developing countries of Asia and the Pacific.

This volume addresses important issues to do with access to higher education and different models of its financing in the East Asia region. It is enriched by diverse perspectives from vastly different starting points and by the historical and institutional settings in the region. The issues are set out in the context of the value of higher education in economic development and how it contributes to the capacities to adopt and adapt to new technologies and undertake institutional innovation. The established and well-functioning higher education loan and financing systems, such as those in Australia, and the experience of different systems tried - both in East Asia and in the United States - are brought to bear in this volume.
