"The First Nations Communications Toolkit is a unique resource jointly developed by Indian and Northern Affairs Canada, BC Region, and Tewanee Consulting Group. This Toolkit was designed explicitly for First Nations communicators and is based on input from First Nations communicators and administrators working for First Nations organizations. It offers information on many topics, including communications planning, publications, events and media relations, from a First Nations' perspective. This document has been developed to provide a common federal approach to managing contaminated sites under federal custody. The intended audience for this approach is managers & operational personnel who are responsible for managing contaminated sites on federal lands. The approach incorporates risk-based environmental management which assesses risks to human health & the natural environment under current & intended-use scenarios and implements risk management solutions considered to be protective of those risks. Objectives, methodologies, and intended outputs are described for ten steps of the approach, from identification of suspect sites through detailed testing to final reporting & long-term monitoring. Appendices include a list of guidance documents and generic statements of work for various steps of the approach.

The first paper in this compilation is a review of the literature on First Nations women and self-government. It covers the following subject areas: traditional roles of First Nations women, the impact of colonization on those women, male leadership, contemporary First Nations women & sexual equality, and contemporary First Nations women & self-government. It also provides some legislative options, draft policies, recommendations, and general discussion of good governance from a First Nations women's perspective. The second paper addresses two questions: can & should the Indian Act be amended to provide for more equitable governing powers between First Nations women & men, and if amendments are desired, how can new regulations & policy improve the political participation of First Nations women. The questions are approached by investigating the responses of Lake Babine First Nation women to such questions and comparing this information with published analyses of women and First Nations governance. The final paper examines the history & rationale for the section 67 exemption of Indian Act matters from the Canadian Human Rights Act in the context of First Nations women's equality interests in governance. It reviews barriers to full realization of First Nations women's equality rights, particularly issues relating to Indian status & the band membership entitlement system, and decision-making by Indian Act band councils that reflects the arbitrary legal distinctions made in the Act.

Gathering Strength is an integrated government-wide plan to address the key challenges facing Canada's Aboriginal people. Following an initial section on reconciliation of historic grievances, this report describes initiatives in the four areas addressed by the action plan: (1) partnerships (all schools received public awareness materials; students and teachers participated in cross-cultural programs; Aboriginal language and culture programs were funded and conducted; federal, provincial, and territorial ministers of Aboriginal affairs and five national Aboriginal organizations met for the first time in 2 years; and national and regional partnership think tanks were conducted); (2) governance (legislation for the Nisga'a Final Agreement was passed; 86 land claims were settled or negotiated; and over 100 professional development projects were completed for Aboriginal administrators); (3) new fiscal relationships (93 percent of First Nations communities completed community accountability and management assessments; a national model was completed for the Canada/First Nations Funding Agreement; the Aboriginal Financial Officers Association awarded its first Certified Aboriginal Financial Manager designations; and Canada, Saskatchewan, and the Federation of Saskatchewan Indian Nations completed exploratory fiscal relations and governance discussions); and (4) community, people, and economies (132 Income Security Reform demonstration projects were conducted in 354 First Nations communities, and numerous First Nations communities participated in initiatives related to community-based housing, water and sewer systems, and policing agreements). A final section describes progress on the Northern Agenda, including creation of Canada's third territory, Nunavut, in 1999, and various agreements related to land claims, self-government, transfer of programs and services, and job creation. It contains options to consider in developing Head Start program standards in the following areas: program services; education services; facilities such as play areas, food services, equipment, and safety measures; human resources, including organizational structure & staffing qualifications; administration, including policy development, enrollment, accounting, and parent involvement; and nutrition (diets, meals, food handling, drinking water). The final sections include a glossary and an outline of relevant provincial/territorial regulations.
