The evidence on the impact of trade liberalization on gender inequalities is not fully established yet, nor is the impact of gender inequalities on trade policy outcomes. Sociocultural norms, legal barriers, and socioeconomic disadvantages are the main gender-based discrimination that affect the distribution of trade benefits between men and women. This study applied to Niger assesses the distributional effects of trade reforms between men and women and sheds light on the impact of gender-based barriers on the outcome of trade reforms. The Common External Tariff (CET) of the Economic Community of West African States has guided Niger’s trade policy since its implementation in 2015. Thus, the study essentially assesses the impact of the CET reform on gender inequalities in Niger. Focusing on employment levels and earnings, the study finds an increased gender gap under the CET implementation, although the custom union reform leads to positive outcomes for both men and women compared to the baseline. Moreover, gender inequalities result in misallocation of resources in the economy and lead to a loss in economic opportunity for Niger. Thus, closing the gender gap in access to productive resources is likely to generate positive outcomes for Niger.

We conduct a synthetic review of the literature examining relationships between domains of women’s empowerment and food system outcomes. Many studies report significant positive associations between women’s empowerment and intrahousehold gender equality with child dietary and nutrition outcomes, household food security, and agricultural production, but which aspect of empowerment matters for a particular outcome varies across contexts. Others document significant but mixed associations between empowerment indicators and women’s dietary diversity scores. The findings suggest women’s empowerment contributes to improved diets and nutritional status, especially for children, but that household wealth, gender norms and country-specific institutions remain important. Most papers reviewed were based on observational studies and therefore estimated associations; future research using experimental and quasi-experimental methods would add significantly to the evidence base.

The aim of Nigeria’s extension reform and transformation agenda through its new national extension policy (NEP) is to put in place a legislated, pluralistic, farmer-responsive, and market-oriented extension system. The reformed extension system aims at an assured and regular source of funding and a well-trained and motivated staff, effectively catering for a variety of actors along targeted value chains. It also aims at effective integration of the complex innovation processes in the agricultural and food system transformation in Nigeria. Implementation of the NEP at the state level remains a major challenge. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing NEP at the state level using Niger State as a case study. We use a qualitative method in the context of inclusive consultative process with a focus on the multi-stakeholder participatory model. We found that strengthening actors’ capacities for innovation by considering the complexity of agricultural innovation system is very critical to effective and successful implementation of national agricultural policies in Niger State. We confirm from our study that “networking, partnership facilitation, and collaboration” functions are crucial cross-cutting measures across the agricultural innovation system for operative and systematic implementation of the NEP in Niger State. Based on our findings in Niger State, even if we make effort to draw generic lessons for Nigeria, the case studies show that understanding the dynamics of efficiently and productively implementing the National Extension Policy remain case-specific, and no ‘silver bullet’ can be provided to support agricultural innovation system due to the complex federal governance system in Nigeria. Therefore, a state-level or case-specific is highly recommended for operational implementation process in Nigeria.

The main objective of this study is to assess the potential contribution of agricultural investment to the achievement of Niger's economic and social development objectives. By combining a computable general equilibrium model and a microeconomic model, it helps to determine to what extent the implementation of the National Agricultural Investment Programme (NAIP) would enable Niger to achieve the objectives and targets of the CAADP, the United Nations’ SDGs and the African Union Agenda 2063. The results indicate that the implementation of the NAIP would enable the country to maintain the share of public agricultural expenditure above the 10% target set by CAADP. All things being equal, this would improve the attractiveness of the agricultural sector and increase both domestic and foreign private investment in the sector. Increased public and private investment could lead to agricultural GDP growth at a rate above the CAADP target of 6%, and to the achievement of several sustainable development goals by 2030 as well as some of the targets of the African Union's Agenda 2063. In particular, Niger could halve poverty by 2030. Similarly, the country could achieve the objective of sustainable growth and the creation of decent employment. However, reducing inequality and eradicating extreme poverty will remain major challenges for the country.
