Establishing peace and reconstructing Africa's war-damaged economies are urgent challenges. For Africa to recover, communities must reconstruct, private sectors must revitalize, and states must transform themselves. Thus, unless communities rebuild and strengthen their livelihoods, neither reconstruction nor growth can be poverty-reducing. But communities cannot prosper unless private investment recreates markets and generates more employment. And neither communities nor entrepreneurs can realise their potential without a development state-one that is democratically accountable and dedicated to poverty-reducing development. The international community can do much to assist-through more aid, debt relief, and peacekeeping-but ultimately the future lies in the hands of Africans themselves.

This policy brief summarizes the results of a UNU-WIDER project on war and reconstruction in Africa directed by Tony Addison, which is now published as From Conflict to Recovery in Africa. As this study makes clear, peace is often elusive and economic policy can play a major role in supporting the efforts of those working at the national and international levels to build peace. Above all it is crucial to focus post-conflict policies on the needs of the poor, so that recovery is broad based in its benefits, and does not simply benefit a narrow elite.

Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. Africa has experienced dozens of conflicts over a variety of issues during the past two decades.
