Fundamental Safety Principles

This publication identifies the fundamental safety objective and associated safety principles that underpin the IAEA's safety standards and its related safety programme. They provide the basis for requirements and measures for the protection of people and the environment against radiation risks, the safety of facilities and activities that give rise to radiation risks, including, in particular, nuclear installations and uses of radiation and radioactive sources, the transport of radioactive material and the management of radioactive waste.

The present report is a revision of Safety Series No. 75-INSAG-3 (1988), updating the statements made on the objectives and principles of safe design and operation for electricity generating nuclear power plants. It includes the improvements made in the safety of operating nuclear power plants and identifies the principles underlying the best current safety policies to be applied in future plants. It presents INSAG's understanding of the principles underlying the best current safety policies and practices of the nuclear power industry.

Fundamental principles of occupational health and safety, 2nd edition, is a practical guide to developing effective occupational safety and health (OSH) policies and programmes based on the provisions defined in the "core" ILO standards and instruments concerning OSH. It focuses on the key topics essential to promoting and managing national and enterprise OSH systems and presents a concise overview of the issues involved, together with specific guidelines for policy design, implementation and management at both national and enterprise levels. The operational aspects of meeting health and safety requirements are also covered, with detailed sections on legislation and enforcement, occupational health surveillance, and preventive and protective measures, as well as health education and training. This second edition has been fully revised and updated. It introduces new ILO instruments promoting OSH and new chemical safety information tools, and addresses OSH in the context of globalization and HIV/AIDS and the world of work. The annexes have also been revised to include checklists for preparing national OSH profiles and enterprise policies, selected excerpts from OSH instruments and up-to-date information sources. This book will be useful for legislators and labour inspectors, those involved in policy-making (governments, and employers' and workers' organizations) and those within enterprises who are concerned with the practical implementation of measures to promote and protect the safety and health of workers (managers, supervisors, workers' representatives), as well as academic institutions. Most occupational safety and health books explain how to apply concepts, principles, elements, tools of prevention and develop interventions, and initiatives to mitigate occupational injuries, illnesses and deaths. This is not a how-to book. It is a book that addresses the philosophical basis for all of the varied components and elements needed to develop and manage a safety and health program. This Safety Report has been developed as part of the IAEA programme on occupational radiation protection to provide for the application of its safety standards in implementing a graded approach to the protection of workers against exposures associated with uranium mining and processing. The publication describes the methods of production associated with the uranium industry and provides practical information on the radiological risks to workers in the exploration, mining and processing of uranium. It is a compilation of detailed information on uranium mining and processing stages and techniques, general radiation protection considerations in the relevant industry, general methodologies applicable for control, monitoring and dose assessment, exposure pathways, and radiation protection programmes for a range of commonly used mining and processing techniques.
