Future Publics

"This chapter outlines four interrelated but conceptually distinct claims that have been made by proponents of the democratic myopia thesis. It has been argued that democratic systems are functionally shortsighted because of: 1) the myopic preferences of voters; 2) the political dynamics of short electoral cycles; 3) the fact that future others who will be affected by our decisions cannot be included in our decision making processes; and 4) the reality that democratic processes are often captured by powerful actors with dominant short-term objectives. When taken together these four arguments make a persuasive case for why democracies might be functionally shortsighted. This chapter - and the book as a whole - argues that we do not need to choose between our normative commitments to democracy and the well-being of our future selves and future others, because there are democratic responses to each of these components of the democratic myopia thesis"--

Scholars have often claimed that democracies, whatever their virtues, are functionally short-sighted. The evidence is clear: we have been unable to manage many long-term issues including climate change, nuclear waste disposal, natural disaster preparedness, infrastructure maintenance, and budget deficits. If voters and influential actors, such as interest groups and corporations, have dominant short-term interests, it may be difficult for elected politicians to act in the long-term interests of society, even if they think that it would be the right thing to do. To solve long-term problems, do we need political systems that are less democratic, or even authoritarian? This idea, which Michael K. MacKenzie calls the "democratic myopia thesis," is a sort of conventional wisdom; it is an idea that scholars and pundits take for granted as a truth about democracy without subjecting it to adequate critical scrutiny. In Future Publics, MacKenzie challenges this conventional wisdom and articulates a deliberative, democratic theory of future-regarding collective action. Specifically, MacKenzie argues that each part of the democratic myopia problem can be addressed through democratic--rather than authoritarian--means. At a more fundamental level, once we recognize that democratic practices are world-making activities that empower us to make our shared worlds together, they should also be understood as future-making activities. Despite the short-term dynamics associated with electoral democracy, MacKenzie asserts that we need more inclusive and deliberative democracies if we are going to make shared futures that will work for us all.

Future publics' includes contributions by artists, theorists, and activists who reflect on the emergence of radically new publics, whose origins in moments of social crisis and political uncertainty inspire them to question existing forms of collective organization, decision-making structures, and protocols for the construction of social value and cultural meaning. These future publics recognize that the institutions of political and cultural life cannot continue as usual, following the collapse of late capital's certitudes. Utopian yet pragmatic, insurgent yet self-critical, these publics resist being normalized into the official, conscriptive definitions of citizenship and instead contribute actively to the formation of new solidarities, cutting across conventional lines of class, region, ethnicity, and ideological affiliation. In the cultural field, future publics demonstrate a capacity for engagement that exceeds the passive observation of the 'viewer' or 'consumer'. While developing a genealogy for future publics, the contributors to this volume also assemble a vocabulary that points towards artistic practices and emergent groups staged outside the rigid institutions of public culture: they address, among other phenomena, rebel citizenry, cultural users, stateless states, and devolutionary platforms. The reader explores how the imaginative and intellectual labor of such formations has proposed new speculative forms of belonging and collaboration beyond the ones envisaged within the paradigm of 'contemporary art'.

Public housing was once an important strand in western housing policies, but is seldom seen as a mainstream policy instrument for the future. In contrast, in many East Asian countries large public housing programs are underway. Behind these generalizations, there are exceptions, too. By including perspectives of scholars from across the world, this book provides new insights into public housing in its various forms. It contains in-depth chapters on public housing in five East Asian countries and six Western countries, together with three comparative overview chapters.
