G 20 And International Economic Cooperation

This book discusses issues such as global financial crisis and global governance, food security, energy sustainability, the global financial system, trade and protectionism, and growth and employment. Since the outbreak of the financial as well as national debt crises in the Euro zone, the focus of the G20 has shifted back to addressing short-term issues. These issues range from the dynamic effects of global imbalances and the appropriate degree of financial sector regulation to questions of austerity versus growth and the lack of a comprehensive framework for managing the international monetary system. A further issue is the relevance of the G20 agenda for emerging market economies. Global economic recovery still remains fragile and downside risks to global growth remain. Additionally, much of the agenda of the Seoul Development Consensus for shared growth launched in 2010 has yet to be fulfilled. A key discussion point in the book, therefore, is how to make a tangible and significant difference in peoples’ lives by implementing an agenda of inclusive growth.​

The G20 (or Group of Twenty) is an international body established to manage the global economy, and includes members from developing economies.This reference set examines the issues facing developing countries and studies the role that the G20 can play in light of continuing challenges and objectives to meet the UN's Sustainable Development Goals (SDG).Volume 1 sets out the state of the world economy and the intricate functions of the G20 in policy coordination and economic cooperation. It also deals with the interests and strategies of some developing country members of the G20. These chapters answer questions such as what the country expects from the G20, the strategies adopted to achieve its ends, the extent to which it sees itself as a representative of developing countries in its region and how does it seek to represent them.The G20 has also centred its efforts around helping countries achieve the UN Sustainable Development Goals (SDGs). Volume 2 concentrates on trade issues and the prospects of achieving the SDGs. In this context, it examines whether the SDGs themselves are a desirable goal in terms of what the nature of development is which underlies these goals.

The book discusses contemporary issues such as global financial architecture and regulatory practices, trade, investment and the multilateral process, the future of work, the role of technology for adaptation and mitigation of climate change, and financing infrastructure for sustainable development. With increasing global connectivity, events in one part of the world immediately affect or spread to the other parts. In this context, G20 has proved to be an effective forum, particularly after the Asian financial crises. Furthermore, over recent decades, G20 has been instrumental in managing financial crises and international conflicts by deploying global cooperation as a functional tool. As a body responding to crises, the G20 has played a central role in providing the political momentum for the strong international cooperation that ensured greater policy coherence and helped ease situations that could otherwise have been decidedly worse. The G20’s agendas have encompassed short-term but critical issues of economic recovery, the sovereign crisis of Europe, high unemployment and financial sector regulation. But since moderate stabilization in the global economic environment, the focus of the group has also embraced long-term areas of governance and development. For emerging economies, such as India, the G20 has been an important platform framework to promote an inclusive global economic architecture that seeks to achieve equitable outcomes. This book reviews the past 20 years of the G20, since it was conceptualized as a replacement for the G-7. While issues such as global financial order have been a constant area of discussion, one of the failures has been not recognizing and acknowledging the importance of issues like trade, climate change and future of work. Featuring academic papers by experts in the area, this book provides a platform for the necessary discourse on these issues.

This book will provide insight and analysis on the G20 beyond its composition, offering a detailed examination of the ongoing shift in economic power and the momentum toward global institutional reform.

The Group of Twenty (G-20) is a forum for advancing international cooperation and coordination among 20 major advanced and emerging-market economies. The G-20 includes Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, and the United States, as well as the European Union (EU). G-20 countries account for about 85% of global economic output, 75% of global exports, and two-thirds of the world's population. Originally established in 1999, the G-20 rose to prominence during the global financial crisis of 2008-2009 and is now the premier forum for international economic cooperation. Since the crisis, the G-20 leaders typically meet annually (at "summits"). Meetings among lower-level officials, including finance ministers and central bank governors, are scheduled throughout the year. G-20 meetings primarily focus on international economic and financial issues, although related topics are also discussed, including development, food security, and the environment, among others. Congress exercises oversight over the Administration's participation in the G-20, including the policy commitments that the Administration is making in the G-20 and the policies it is encouraging other G-20 countries to pursue. Additionally, legislative action may be required to implement certain commitments made by the Administration in the G-20 process. The G-20 in 2019 and 2020 Japan holds the rotating chair of the G-20 in 2019, and focused the summit agenda on three major issues: trade, the digital economy, and the environment. As in recent summits, the U.S. positions on trade and climate change put it at odds with the other G-20 members, with some analysts continuing to refer to the forum as the "G-19+1." In the communiqu�, leaders agreed to general principles supporting trade (free, fair, non-discriminatory, transparent, predictable, and stable) and pledged to reform the World Trade Organization, but did not repeat previous pledges to fight protectionism. On climate change, the communiqu� reflected the split between the United States, which has decided to withdraw from the Paris Agreement, and the other 19 countries, which pledged continued support for and implementation of the Paris Agreement. The communiqu� also references commitments on a range of other issues, including infrastructure investment, global finance, anti-corruption, employment, women's empowerment, agriculture, development, global health, and migration, with varying consequence and degree of specificity. President Trump also held several high-profile meetings with leaders on the side of G-20 events, including with the crown prince of Saudi Arabia Mohammed bin Salman and Chinese president Xi Jinping. Saudi Arabia is to chair the G-20 in 2020 and host the summit on November 21-22, 2020, in Riyadh. Some analysts concerned about Saudi Arabia's human rights practices have called for a relocation or boycott of the summit, although it is not clear what traction such proposals have gained to date. U.S. Leadership and Effectiveness of the G-20 The G-20 meeting and outcomes are contributing to ongoing debate about the U.S. leadership in the world under the Trump Administration. Some commentators are concerned that U.S. isolation at international summits reflects a growing trend of abdication of U.S. leadership and abandonment of U.S. allies. Others are more optimistic, arguing that differences between the United States and other countries are overblown and that President Trump is pursuing foreign policies consistent with his campaign pledges.

The future of the G20 is uncertain despite being developed to address the 2008 global financial crisis. This book considers the significance of the G20 by engaging various accounts of International Relations theory to examine the political drivers of this form of global governance. International Relations theory represents an array of perspectives that analyse the factors that drive the G20, how the G20 influences world politics and in what ways the G20 could or should be reformed in the future.
