Gender And Icts Mainstreaming Gender In The Use Of Information And Communication Technologies Icts For Agriculture And Rural Development

While the digital revolution is reaching rural areas in many developing countries, the rural digital divide continues to present considerable challenges. The problem is even more acute for women, who face a triple divide: digital, rural and gender. This publication looks at the benefits of Information and Communication Technologies (ICTs) when placed in the hands of men and women working in agriculture and in rural areas. It examines the challenges to be overcome and makes recommendations so that rural communities can take full and equal advantage of the technologies. FAO’s E-agriculture 10 Year Review Report on implementation of the World Summit on the Information Society (WSIS) of the Action Line C7. ICT Applications: e-agriculture concludes that while substantial progress has been made in making ICTs available and accessible for rural communities, challenges remain with respect to the following seven critical factors for success: content, capacity development, gender and diversity, access and participation, partnerships, technologies, and finally, economic, social, and environmental sustainability. This publication analyses with the gender lens the seven factors of success, followed by an overview of the general existing barriers to women’s access to, control and use of ICTs. Finally, it offers a series of recommendations for better integration of gender in ICT initiatives, based on gender mainstreaming throughout the seven critical factors of success, illustrated with concrete examples

Research and statistics state that women constitute around 40% of the agricultural labour force in the ACP region and while they make essential contributions to rural economies and the growing advancements in digitalisation - the gender gap in access to information communication technologies (ICTs) continue to widen. This means women farmers, particularly in rural areas, experience difficulties accessing information, financial products and services and markets. They also often do not participate in relevant policy-making.

The first part of the Manual introduces the main steps of forest road network planning and gives guidance on road construction under different site conditions. It demonstrates good practices to minimize the area used for building purposes, to keep the environmental impact as low as possible and to maintain forest productivity. It describes the machinery suitable for the different construction phases and compares the advantages of machine types. The second part of the Manual introduces the goals and best practices of regular forest road maintenance which is a key operation that enables multi-purpose use of forests. It gives an overview on the main causes of forest road degradation and explains the different maintenance regimes and maintenance activities.

Around the world, information and communication technologies (ICTs) have changed the lives of individuals, organizations, and, indeed, entire nations. ICTs can have profound implications for women and men in terms of employment, education, health, environmental sustainability, and community development. Because of systemic gender biases in ICTs and their applications, women are far more likely than men to experience discrimination in the new information society. In spite of this, resource-poor and non-literate women and their organizations are aware of the power of information technologies and communication processes, and are using them to advance their basic needs and strategic interests, improve their livelihoods, and help them achieve their human rights. Climate change is an issue that has been generating a significant amount of discussion, research, and debate in recent years. Climate change continues to evolve at a rapid rate and continues to have a wide array of effects on everything from temperature to plant life. Beyond the negative environmental impacts, climate change is also proving to be a detriment to society with increasingly violent natural disasters and human health effects. Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

These guidelines aim to respond to these questions and support practitioners in translating the Gender-Sensitive Value Chain Framework, developed by the Food and Agriculture Organization (FAO) into action (FAO, 2016a). Building on FAO’s comparative advantage on gender in agriculture and food security, these guidelines are primarily intended to assist practitioners in designing and implementing interventions that provide women and men with equal opportunities to benefit from agrifood value chain development. They offer practical tools and examples of successful approaches to foster a more systematic integration of gender equality dimensions in value chain interventions in the agricultural sector and enhance the social impact of these interventions.
