Getting Choice Right

This second volume from the National Working Commission on Choice in K-12 Education examines the connections between school choice and the goals of equity and efficiency in education. The contributors—distinguished university professors, high school administrators, and scholars from research institutions around the country—assess the efficiency of the educational system, analyzing efforts to boost average achievement. Their discussion of equity focuses on the reduction of racial and religious segregation in education, as well as measures to ensure that "no child is left behind." The result is an authoritative and balanced look at how to maximize benefits while minimizing risks in the implementation of school choice. The National Working Commission on Choice in K-12 Education was established to explore how choice works and to examine how communities interested in the potential benefits of new school options could obtain them while avoiding choice's potential harms. This Plan of Action section will present the basic concepts of the Right Choice Program. The suggestions for how to begin and then carry out the program are presented. Part IV deals with Right Choice implementation. Since one of the basic concepts is that discipline needs to be taught, the teacher needs to set aside time each day to teach the lessons of the Right Choice Program. The lessons are written as prompts and suggestions to teach the meaning of the concepts. The teacher can elaborate or divide the lessons into small sections as needed to best suit the class’s needs. Teachers need to be sure that the students understand the concept being presented and then give them the opportunity to practice what is being taught. The first thing the teacher needs to establish is his expectations in his classroom. It can never be assumed that students know how to act or what to do in every situation.

Making the Right Choice unravels the entangled relationship between marriage, morality, and the desire for modernity as it plays out in the context of middle-class status concerns and aspirations for upward social mobility within the Sinhala-Buddhist community in urban Sri Lanka. By focusing on individual life-histories spanning three generations, the book illuminates how narratives about a gendered self and narratives about modernity are mutually constituted and intrinsically tied to notions of agency. The book uncovers how "becoming modern" in urban Sri Lanka, rather than causing inter-generational conflict, is a collective aspiration realized through the efforts of bringing up educated and independent women capable of making "right" choices. The consequence of this collective investment is a feminist conundrum: agency does not denote the right to choose, but the duty to make the "right" choice; hence agency is experienced not as a sense of "freedom," but rather as a burden of responsibility.
