This book explores a range of biohealth and biosecurity threats, places them in context, and offers responses and solutions from global and local, networked and pyramidal, as well as specialized and interdisciplinary perspectives. Specifically covering bioterrorism, emerging infectious diseases, pandemic disease preparedness and remediation, agroterroism, food safety, and environmental issues, the contributors demonstrate that to counter terrorism of any kind, a global, networked, and multidisciplinary approach is essential. To be successful in biosecurity, this book argues it is necessary to extend partnerships, cooperation, and co-ordination between public health, clinical medicine, private business, law enforcement and other agencies locally, nationally and internationally. Internationally, a clear understanding is needed of what has happened in past epidemics and what was accomplished in past bioprograms (in Britain, South Africa, Russia, for example). This book also assesses how, with the right technology and motivation, both a state and a non-state actor could initiate an extremely credible biothreat to security at both local and national levels. Peter Katona is Associate Professor of Clinical Medicine at the David Geffen School of Medicine at UCLA in Infectious Diseases. He is co-founder of Biological Threat Mitigation, a bioterror consulting firm. John P. Sullivan is a lieutenant with the Los Angeles Sheriff’s Department. He is also a researcher focusing on terrorism, conflict disaster, intelligence studies, and urban operations. He is co-founder of the Los Angeles Terrorism Early Warning (TEW) Group. Michael D. Intriligator is Professor of Economics at the University of California, Los Angeles (UCLA). He is also Professor of Political Science, Professor of Public Policy in the School of Public Policy and Social Research, and Co-Director of the Jacob Marschak Interdisciplinary Colloquium on Mathematics in the Behavioral Sciences, all at UCLA.

During July 10-13, 2011, 68 participants from 32 countries gathered in Istanbul, Turkey for a workshop organized by the United States National Research Council on Anticipating Biosecurity Challenges of the Global Expansion of High-containment Biological Laboratories. The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.

This book describes an adaptable biothreat assessment process to complement overall biorisk management programs, incorporating threat management and the unique natures of biological assets. Further, this book examines the nexus between public health, international security, and developing technologies, building a case for augmenting biosecurity to levels beyond the laboratory constraints. With the face of biological and biomedical sciences changing, this book describes how with proper biosecurity development, these can become assets, rather than liabilities, to secure our world from natural and man-made biological disasters. The world is changing rapidly with respect to developing threats, such as terrorism, and dual-use technologies, such as synthetic biology, that are challenging how we think about biosafety and biosecurity. Further, the fields of public health and international security are colliding, as both of these share the common enemy: intentional or natural biological incidents. To date, biosecurity has been limited to laboratory-level application, and complicating efforts, and lacks credentialed biosecurity professionals skilled in both the biological sciences and threat management techniques. The result is a fragmented field of practice, with tremendous need, from the lab to the outbreak. Underpinning these principles is the SARS-CoV-2 coronavirus pandemic, providing a historic milestone to examine biosecurity through a global lens. This book describes biosecurity as a set of practices and principles to be augmented out of the constrained laboratory environment, and applied to larger efforts, such as international threat reduction and biological incident management.

In recent years, new disease threats such as SARS, avian flu, mad cow disease, and drug-resistant strains of malaria and tuberculosis have garnered media attention and galvanized political response. Proposals for new approaches to "securing health" against these threats have come not only from public health and medicine but also from such fields as emergency management, national security, and global humanitarianism. This volume provides a map of this complex and rapidly transforming terrain. The editors focus on how experts, public officials, and health practitioners work to define what it means to "secure health" through concrete practices such as global humanitarian logistics, pandemic preparedness measures, vaccination campaigns, and attempts to regulate potentially dangerous new biotechnologies. As the contributions show, despite impressive activity in these areas, the field of "biosecurity interventions" remains unstable. Many basic questions are only beginning to be addressed: Who decides what counts as a biosecurity problem? Who is responsible for taking action, and how is the efficacy of a given intervention to be evaluated? It is crucial to address such questions today, when responses to new problems of health and security are still taking shape. In this context, this volume offers a form of critical and reflexive knowledge that examines how technical efforts to increase biosecurity relate to the political and ethical challenges of living with risk.

In the 21st century, biosecurity has become a central part of any global policy-making agenda. With the rapid advancement of the life sciences, nanotechnology and biotechnology comes certain challenges for the scientific community and policy makers. With the potential threat of biological weapons proliferation and bioterrorism, there is a critical need for constructing a solid global governance system that is capable of addressing the complexity and multiplicity of the topics related to various aspects of biosecurity. This book outlines a new biosecurity governance model that is integrative, network-based, flexible, open, cross-cultural, transparent, and multi-disciplinary. The model emphasises the need to engage a wide variety of actors ranging from governments and non-profit organisations to private industry, science, and academia. The 2nd International Forum on Biosecurity, held in Budapest, Hungary on March 30 - April 2, 2008, represents the efforts of a number of individuals and organizations, over the last five years, to engage the international community of life scientists in addressing how to reduce the risk that the results of their work could be used for hostile purposes by terrorists and states. The participants who gathered in Budapest were already engaged in this challenging task, and, therefore, the focus of the meeting was on what had been accomplished and what challenges remained. There was no attempt to achieve consensus, since there exist real and important differences among those involved concerning the appropriate policies and actions to be undertaken. But there was a serious effort to identify a range of potential next steps, and also an effort to identify opportunities where international scientific organizations could make substantive contributions and offer their advice and expertise to policy discussions. The Forum's presentations, discussions, and results are summarized in this book.
