Globalization And Educational Restructuring In The Asia Pacific Region

The focus of this book is to examine the growing impact of globalization on education policy and development in the Asia Pacific region. It analyses the reaction of selected societies and the strategies that their governments have adopted in response to the tidal wave of marketization, corporization, commercialization and privatization. Particular attention is paid to educational restructuring in the context of globalization.

This edited volume brings together exciting new research and ideas related to the ongoing internationalization of higher education, particularly in the Asia Pacific region, where this phenomenon has been rapidly developing in recent years. It also specifically focuses on analyzing the extent to which resurgent nationalisms from around the world effect the growth and direction of this sector of education. As cultural and political tensions rise globally, many are turning to educators and education researchers for suggestions on how to respond to this trend. This volume seeks to answer that call. Moreover, as authors share perspectives and data from a wide range of national and institutional contexts, the applicability of this volume extends beyond national or regional boundaries, offering questions, challenges, and lessons for educators worldwide.

This book assesses the impact of globalization on the education systems of key East Asian countries, including China, Hong Kong, Japan, and the "tiger economies" of South Korea, Taiwan and Singapore, examining how the increasingly interdependent economic system has driven policy change and education reform. It discusses how policy makers have responded to changes required in educational outcomes in order to equip their societies for new global conditions and explores the impact of new approaches and ideologies related to globalization, such as marketization, privatization, governance changes, managerialism, economic rationalism and neo-liberalism, making comparisons across the region. Based upon in-depth research, fieldwork, literature analysis, policy document analysis and personal reflections of academics serving in the education sector, this volume recounts heated debates about the pros and cons of education restructuring in East Asia. The discussions on national responses and coping strategies in this volume offer highly relevant insights on how globalization has resulted in restructuring and draws lessons from comparative public policy analysis and comparative education studies.

In response to the challenges of globalization and local development, educational reforms are inevitably becoming one of the major trends in the Asia-Pacific Region or other parts of the world. Based on the most recent research and international observations, this book aims to present a new paradigm including various new concepts, frameworks and theories for reengineering education. This book has 21 chapters in three sections. Section I "New Paradigm of Educational Reform" containing eight chapters, illustrates the new paradigm and frameworks of reengineering education, fostering human development and analysing reform policies and also discusses the trends and challenges of educational reforms in the Asia-Pacific Region. Section II "New Paradigm of Educational Leadership" with five chapters aims to elaborate how the nature, role and practice of school leadership can be transformed towards a new paradigm and respond to the three waves of education reforms. Section III "Reengineering School Management for Effectiveness" with eight chapters aims to provide various practical frameworks for reengineering school management processes and implementing changes in school practices.

This study posits that global change is being driven mainly by financial forces, new patterns of economic growth and market ideology. It then goes on to examine the forces opposing such globalizing processes, such as religious and ethnic/social movements throughout Africa, Asia, and Latin America.

This edited volume addresses the dynamic global contexts redefining Asia Pacific higher education, including cross-border education, capacity and national birthrate profiles, pressures created within ranking/status systems, and complex shifts in the meanings of the public good that influence public education in an increasingly privatized world.

Bringing together a group of international authors, this book attempts to examine the effects of globalization on educational policies and practices under the following themes: (1) the roles of educational research in the era of globalization and how comparative education can contribute to such investigation; (2) the relationships between the development of higher education and globalization in different countries; and (3) the impacts of globalization on school education and how schools can respond to the challenges ahead.

The authors in this collection substantiate the notion that emerging states often do not participate in policy choices related to their development when faced with universalization of curriculum and internationalization of education. The authors make explicit the direct and indirect effects of globalization on educational systems, social equity, and the path of development. In demonstrating the impact of neoliberalism or market-based reforms on the developing world, the authors show that education without human rights is vulnerable to negative forces of globalization and internationalization. The message of the book is quite pessimistic about possibilities to widen the economic space or increase freedom, unless development cooperation is made possible by “Helping People Help Themselves” as suggested by David Ellerman. The authors note that in the past, the issue of emerging states as an appendage to the world economy was a fundamental question related to colonialism, but now has become a question of imperialism which needs to be examined when considering the current patterns of development.
