Globalization Regionalization And Cross Border Regions

Cross-border regions are newly emerging social spaces stretching across national borders. Globalization makes national borders more permeable and leads to a rearrangement of economic and political interactions. This is particularly pronounced within supra-regional blocs featuring specific internal border regimes. The ensuing opportunities are increasingly seized to create border-spanning discourses and institutions. This is illustrated in the book by a range of experts analyzing cross-border regions in Europe, America, East Asia and Africa.

Regions. How they emerge and how they are dramatically changing the appearance of the present 'world of states' and its related forms of governance from local to global levels is analysed in this monograph. But what are regions? Regions can be small or huge. They can be part of a single state, be composed out of different states or stretched out across borders. They can be important recognized economic, social or cultural entities or they can be largely ignored by the people who live on a region's territory. They can be well-defined with clear cut boundaries as is the case in so-called 'constitutional regions' or they can be fuzzy as for instance in cross-border regions. In sum, they are not a natural kind and defining regions is not a simple task. Luk Van Langenhove advances the concept of region building as an alternative to the construction of regions with three issues of region building being explored: - Why are regions built in a world of states? - How do region building processes take place? - How are regions transforming the present world order? On the world map, macro-regions or global regions have gradually emerged, with varying degrees of success and following different trajectories. The authors of this book attempt to determine whether, within the context of globalization, these macro-regions have become an additional level in the spatial deployment of numerous actors, and whether they have come to stand between the national and global levels. This question has arisen because the increasing scales of trade, environmental problems, migration routes, energy distribution, the construction of major infrastructures etc. transcend national boundaries and are leading states to implement macro-regional cooperation. The authors ask whether these large regional groupings are becoming genuine territories and are the fruit of in-depth regional integration – economic, institutional, legal, normative, political, cultural and in terms of identity. This volume contains contributions from twenty-four scholars concerning the significance and implications of the world’s borderlands in economic, political, and socio-cultural contexts. Together these essays explore the changing role of borders in a global world. Are borders increasingly irrelevant under conditions of globalization, or can a case be made to demonstrate their continuing importance at various levels of spatial activity? Situating itself within a growing border literature, Holding the Line argues that contemporary borders facilitate parallel processes of globalization and localization of political activity. As such, the essays adopt a holistic approach to understanding the impact of boundaries on both society and space. They demonstrate that any attempt to create a methodological and conceptual framework for the understanding of boundaries must be concerned with the process of bounding, rather than simply the means through which the physical lines of separation are delimited and demarcated. This approach renders the notion of a "borderless world" highly problematic, because the latter ignores the important and ongoing relationship between the functional role of borders in the bounding process, and the symbolic role of borders as imagined social, political, and economic constructions embedded within a geographical text. The changing characteristics of political boundaries during an era of globalization has become a great focus of interdisciplinary study, and this book will appeal to scholars of political geography, border studies, and international relations.

As we move deeper into the twenty-first century, the forces of globalisation continue to transform both the spaces around international borders, and the social processes, cultural practices, economies, and political dynamics within and between these spaces. The geographies of border regions have undergone a dramatic transformation over the last half century; nation-state boundaries growing ever more porous in many (though not all) areas of the planet. Global trade has become an accepted norm in business transactions almost everywhere. Coupled with the revolution in digital technology, the era of globalisation promises to continue to challenge old ideas, with new approaches to understanding international boundaries and the regions they impact. All of the chapters in this book, mainly drawn from the US-Mexico border (with comparisons to Europe), speak to the ways in which border regions have become important places in their own right, spaces where people live, work, and create art, where corporations invest, where crimes occur, and where security remains a concern. They are, therefore, spaces that need to be better understood and managed, especially in light of the cross-national and global forces impinging upon them.
