This volume continues the inquiry launched by the Royal Society of Canada's 1997 publication, "Can Canada Survive? Under What Terms and Conditions?", and pursued in the 1998 volume, "The Well-Being of Canada", and the 1999 volume "Survivability in the 21st Century" (all published by the University of Toronto Press). The present collection examines the challenges of governance in our new century. Eight papers, given by experts in their respective fields, call for an examination of the governance of organizations per se, whether one probes the crises in the experience of large corporations, in education, in health care, in science and technology systems, or in military affairs. This volume underlines the dramatic changes taking place in our time and stresses the urgent need for new thinking and the need to reform our governance mechanisms in order to keep pace with our changing world.

This book explores some of the opportunities and risks - economic, social and technological - that decision-makers will have to address, and outlines what needs to be done to foster society's capacity to manage its future more flexibly and with broader participation of its citizens.

The topic of Progressive Governance which is the focus of this volume is today inconceivable without the global modernization process which has permeated our societies and our daily lives. The 14 reform-minded heads of State and government who discussed Progresssive Governance in Berlin in June 2000 have above all else embraced this modernization process as an opportunity. Governments are under great pressure to provide political responses to the visible and tangible process of globalization. Particularly in the face of ever faster merging economies, the information revolution, unrestricted capital mobility and global culture change, people expect globalization to be managed politically and given democratic form. Many innovative responses to the challenges of globalization, the knowledge society and demography are sketched out in the contributions in this book. The response of progressive governments to globalization is cooperation - a new international social covenant between markets, states and civil society. But, what it is about, in any case, is the best way towards development based on prosperity and justice. The contributions in this book could help to better define this best way.

The key challenges of globalization are diffuse and outside the control of any one state. In its most ambitious and forward looking form, global governance seeks to create an international social fabric, albeit imperfect, which cumulatively, amounts to more than the sum of its parts. Global Governance in the Twenty-first-century aims to open a number of new areas for further analysis, and in particular, to begin a process of cross-fertilization between different disciplines examining issues related to global governance.
