This report addresses a topic of recognized policy concern. To capture the benefits of substantial U.S. investments in biomedical R&D, parallel investments in a wide range of seemingly unrelated disciplines are also required. This report summarizes a major conference that reviewed our nation's R&D support for biotechnology and information technologies. The volume includes newly commissioned research and makes recommendations and findings concerning the important relationship between information technologies and biotechnology. It emphasizes the fall off in R&D investments needed to sustain the growth of the U.S. economy and to capitalize on the growing investment in biomedicine. It also encourages greater support for inter-disciplinary training to support new areas such as bioinformatics and urges more emphasis on and support for multi-disciplinary research centers.

Research and development (R and D) leads to innovation, and innovation leads to technological change. Technological change, in turn, is the primary driver of economic growth. Public/private partnerships -- cooperative relationships among industry, government, and/or universities -- leverage the efficiency of R and D and are thus a critical aspect of a nation’s innovation system. This text is intended for upper-level undergraduate and MBA courses such as Economics and Technology, Economics of Innovation, and Economics of Science and Technology, among others. The first chapter introduces the concept of public/private research partnerships along with other concepts fundamental to an understanding of innovation and technology policy. The framework chapters (2-5) set forth an argument for the public’s role – government’s role – in innovation in general and in public/private partnership in particular. The remaining chapters (6-14) describe a number of public/private partnerships and, to the extent possible, evaluate their social impact.

Technology can contribute to economic growth and productivity increases. Legislative activity over the past 25 or more years has created a policy for technology development. Because of the lack of consensus on the scope and direction of a national policy, Congress has taken an incremental approach aimed at creating new mechanisms to facilitate technological advancement in particular areas and making changes and improvements as necessary. Contents of this report: (1) Technol. and Competitive.; (2) The Fed. Role in Technology Development; (3) Legislative Initiatives and Current Programs: Increased R&D Spending: Industry-Univ. Coop. Efforts; Joint Industrial Research; Commercializing Federally Funded R&D; Different Approach?

Starting in the mid 1990s, the United States economy experienced an unprecedented upsurge in economic productivity. Rapid technological change in communications, computing, and information management continue to promise further gains in productivity, a phenomenon often referred to as the New Economy. To better understand this phenomenon, the National Academies Board on Science, Technology, and Economic Policy (STEP) has convened a series of workshops and commissioned papers on Measuring and Sustaining the New Economy. This major workshop, entitled Deconstructing the Computer, brought together leading industrialists and academic researchers to explore the contribution of the different components of computers to improved price-performance and quality of information systems. The objective was to help understand the sources of the remarkable growth of American productivity in the 1990s, the relative contributions of computers and their underlying components, and the evolution and future contributions of the technologies supporting this positive economic performance.

The Sandia National Laboratories asked the Board on Science, Technology, and Economic Policy (STEP) to hold a one-day symposium to review Sandia's proposal to develop a science and technology park. In light of the importance of industry-laboratory cooperation for the STEP Board's project on Government-Industry Partnerships for the Development of New Technologies, the Board convened a workshop bringing together executive branch officials, congressional staff, representatives from the private sector, and regional economists to discuss the Sandia S&T park initiative. The Sandia S&T Park, which Sandia National Laboratories, the City of Albuquerque, and the State of New Mexico are jointly developing, is a 285 acre site located adjacent to Sandia National Laboratories. Groundbreaking for the park took place in May, 1999.
