Excerpt from Government Ownership V. Private Ownership of Railways in Canada The true relation of the railway to the people or state may be set forth in the following propositions: First: The railways of a country are the main highways of a country. Second: There is no source of revenue for a railway other than the rates imposed upon the people for the carrying of their persons and their goods. Third: This revenue is raised, not from any hidden fountain of wealth within the railway itself, but from the earnings of the people, whose labor and money furnish the traffic. Fourth: By the division of labor in modern civilized life ever: one who earns or spends money contributes directly or indirectly to the cost of transportation, and this cost enters into every article used by every citizen. Excerpt from Historical Sketch of State Railway Ownership One further explanation is necessary. Nothing was said of Canada in the paper as originally written. Not because the history of Government ownership of railways in the democratic Dominion of Canada is lacking in interest, but for purely personal reasons. In the autumn of 1916, before I had finished writing the paper, I was invited to become a member of a Royal Commission to advise the Dominion Govern' ment as to its future railway policy. On Canadian affairs, therefore, my mouth was closed. I am now free, however, to deal with the story. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Canada's Railroad Problem: An Analysis of the Advantages of and Objections to the Government Ownership of Canadian Railways, With a Suggestion as to the Remedies for Our Existing Difficulties The importance of the railways to the country and the difficulties encountered by them in the financing of their operations have been so great as to cause the government last year to appoint a railway board of inquiry composed of experts, to go into the situation thoroughly and report its findings and recommendations. This board has re cently completed its labors and from the statements published in advance of the report itself, it seems as if a majority of that body were in favor of the nationaliza tion of the Canadian Northern and Grand Trunk systems.'responding to the country's needs, showing wonderful adaptability and displaying initiative and ability of a high order. Such a system of administration, under which the extension of the transportation facilities has been of untold service in the development of agriculture, trade and manufactures. And which has been to a large extent re sponsible for the great prosperity and increasing wealth of this country, should not be cast aside unless there is at hand a new and better system which would indubitably carry on this service with equal or greater results. Let us, then, consider briefly, but carefully and deliberately, the preposrd change and weigh the arguments pro and con with unbiased judgment.
