Government Performance Management In China

​This book explains the basic concepts of the performance management, including the achievement of government goals, management capacity, administrative efficiency and policy effects. Taking Hangzhou, one of the largest cities in China, as an example, the book offers readers a new dimension through which the government can be understood and reformed—performance. Performance management has become an important component of public administration in China, and its use is beneficial in evaluating performance and social benefit. It also incentivizes civil servants to become more motivated and innovative, prevents the development of a bureaucratic atmosphere and facilitates communication between the public sector and the people. The book first introduces the concept of the performance management, providing a detailed description of its history, basic theories and its development. It then discusses the evolution of the system (from objective-based responsibility system evaluation to “vote for excellence”), its three basic areas (performance management on the national, local and municipal levels) and its key components: openness, democracy, accountability and performance. This book allows readers to gain a deeper understanding of the importance of government performance management in China and its contribution to the modernization of state governance and political legitimacy.

Have the underlying ideas behind New Public Management (NPM) been forgotten ? This book investigates whether this idea is reflected in the real world of public administration or if it is mere wishful thinking. This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book’s contributors focus in detail on these four areas: 1. intergovernmental relations, including the shifting balance between centralisation and decentralisation 2. budgeting and financial management, including during and after the COVID-19 pandemic 3. the civil service, its capability, and its relationship with government and the public 4. service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

Centering on issues of disparity and equality in basic public education services in China, this book proposes a performance measurement system that assesses and guides equality of basic public education in urban and rural areas. The author moves beyond traditional research approaches by drawing on methods of public management and mathematics. This book examines the progress of institutionalisation of evaluation in Asia Pacific from various perspectives. It presents prior developments and current states of evaluation in 11 countries, focusing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the third of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on Europe was published in 2020, and the second volume on the Americas in 2022. It will be followed by another volume on Africa. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and sectors.
