Green China

China is creating the third growth wave in the sustainable sector. This greening of the Chinese economy offers threats and opportunities for Western organizations. Getting a piece of this new cake requires strategic innovations in both policy and corporate strategy. Based on the theory of strategic innovation and their extensive practical experiences in doing business with China, the authors propose potential areas and activities for strategic innovation in the West in response to Green China.

What does it mean for the future of the planet when one of the world’s most durable authoritarian governance systems pursues “ecological civilization”? Despite its staggering pollution and colossal appetite for resources, China exemplifies a model of state-led environmentalism which concentrates decisive political, economic, and epistemic power under centralized leadership. On the face of it, China seems to embody hope for a radical new approach to environmental governance. In this thought-provoking book, Yifei Li and Judith Shapiro probe the concrete mechanisms of China’s coercive environmentalism to show how ‘going green’ helps the state to further other agendas such as citizen surveillance and geopolitical influence. Through top-down initiatives, regulations, and campaigns to mitigate pollution and environmental degradation, the Chinese authorities also promote control over the behavior of individuals and enterprises, pacification of borderlands, and expansion of Chinese power and influence along the Belt and Road and even into the global commons. Given the limited time that remains to mitigate climate change and protect millions of species from extinction, we need to consider whether a green authoritarianism can show us the way. This book explores both its promises and risks.

China’s dismantling of the Mao-era rural commune system and return to individual household farming under Deng Xiaoping has been seen as a successful turn away from a misguided social experiment and a rejection of the disastrous policies that produced widespread famine. In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. Eisenman argues that the commune was eliminated not because it was unproductive, but because it was politically undesirable: it was the post-Mao leadership led by Deng Xiaoping—not rural residents—who chose to abandon the commune in order to consolidate their control over China. Based on detailed and systematic national, provincial, and county-level data, as well as interviews with agricultural experts and former commune members, Red China’s Green Revolution is a comprehensive historical and social scientific analysis that fundamentally challenges our understanding of recent Chinese economic history.

Now that Trump has turned the United States into a global climate outcast, will China take the lead in saving our planet from environmental catastrophe? Many signs point to yes. China, the world's largest carbon emitter, is leading a global clean energy revolution, phasing out coal consumption and leading the development of a global system of green finance. But as leading China environmental expert Barbara Finamore explains, it is anything but easy. The fundamental economic and political challenges that China faces in addressing its domestic environmental crisis threaten to derail its low-carbon energy transition. Yet there is reason for hope. China's leaders understand that transforming the world's second largest economy from one dependent on highly polluting heavy industry to one focused on clean energy, services and innovation is essential, not only to the future of the planet, but to China's own prosperity.

The authors suggest that China's renewable energy system, the largest in the world, will quickly supersede the black energy system that has powered the country's rapid rise as workshop of the world and for reasons that have more to do with fixing environmental pollution and enhancing energy security than with curbing carbon emissions.

Climate-smart agriculture (CSA) is a comprehensive system that requires thorough consideration of local climate, natural environment, market demand, economic and cultural environment. FAO introduced CSA at the Hague Conference on Agricultural, Food Security and Climate Change in 2010 and has been strongly supporting it since then. The development of CSA in China contributes to reaching its carbon peak by 2030 and carbon neutrality in China by 2060. This publication introduces China's CSA development and provides policy proposals. It contains four sections: the background and development status of China's CSA; practices and achievements of China's CSA, including analysing case studies such as the China Climate-Smart Staple Crop Production project funded by the Global Environment Facility (GEF); opportunities and challenges facing China's CSA; and national policy proposals and investments that include local schemes and smallholders for China's CSA.It is critical for China to strengthen its cooperation with international organizations to explore innovative, efficient, resilient, and sustainable climate-adaption technologies for the transformation of agrifood systems.This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Global climate change is one of the challenges ever to confront humanity with the largest scale, widest scope and most far-reaching influence. As the biggest developing country with the largest population, China is the world’s leading consumer of coal and energy, and one of the worst-hit victims of global warming. Consequently, China should assume its responsibility in making contributions to global sustainable development. Based on the principles of fairness and efficiency, this study creatively puts forward two principles of global governance on climate change. The first entails replacement of the two-group schema of developed and developing countries with a four-group model based on the Human Development Index (HDI). The second entails application of the resulting model to specify the major emitters as principal contributors to emission reduction. In addition, it proposes a two-step strategy for China to tackle the issue of climate change. This book makes it clear that China should proactively engage in relevant international cooperation, actively participate in international climate negotiations, make clear commitments to reduce emissions, and assume the obligations of a responsible power to achieve sustainable and green development.
