This book constitutes the refereed proceedings of the 8th Conference on Electronic Governance and Open Society: Challenges in Eurasia, EGOSE 2021, held in St. Petersburg, Russia, in November 2021. The 21 full papers were carefully reviewed and selected from 69 submissions, additionally one invited paper has been included in this volume. The papers are organized in topical sections on ​digital technology and design; digital Society; digital government and economy.

Although there has been steady progress in understanding aspects of epitaxial growth throughout the last 30 years of modern surface science, work in this area has intensified greatly in the last 5 years. A number of factors have contributed to this expansion. One has been the general trend in surface science to tackle problems of increasing complexity as confidence is gained in the methodology, so for example, the role of oxide/metal interfaces in determining the properties of many practical supported catalysts is now being explored in greater detail. A second factor is the recognition of the potential importance of artificial multilayer materials not only in semiconductor devices but also in metal/metal systems because of their novel magnetic properties. Perhaps even more important than either of these application areas, however, is the newly-discovered power of scanning probe microscopies, and most notably scanning tunneling microscopy (STM), to provide the means to study epitaxial growth phenomena on an atomic scale under a wide range of conditions. These techniques have also contributed to revitalised interest in methods of fabricating and exploiting artificial structures (lateral as well as in layers) on a nanometre scale. This volume, on Growth and Properties of Ultrathin Epitaxial Layers, includes a collection of articles which reflects the present state of activity in this field. The emphasis is on metals and oxides rather than semiconductors.

It is this environment, which is both so valuable, on the one hand, and so endangered on the other. And it is people which are by and large ruining the environment both for themselves and for all other organisms. This book reviews the latest research in this field, which is vital for everyone.

The new edited volume on phytomelatonin and its diverse roles in plants under a challenging environment shall be an important reference book with updated information and future perspectives on the involvement of this biomolecule in stress resilience in plants. Investigations on different aspects of melatonin in plants have undergone a prolific surge in the last decade. In view of such a considerable volume of investigations in melatonin, the proposed new volume will collate its role in different aspects of plants signaling, growth and metabolism. In this context, it has been important to understand its function as a stress priming molecule that executes associative synergistic relation with various other plant growth regulators (viz. nitric oxide, hydrogen sulfide, inorganic ions, and enzymes). Thus, crop management under diverse stressful environments can be better achieved by elucidating our current understanding of the role of melatonin and its interplay with various plant metabolites. The book shall provide a collation of recent advancements in genomic, transcriptomic, and metabolomic approaches to decipher the molecular mechanisms of melatonin signaling and its agronomic importance in plants.

Evaluation in the Post-Truth World explores the relationship between the nature of evaluative knowledge, the increasing demand in decision-making for evaluation and other forms of research evidence, and the post-truth phenomena of antiscience sentiments combined with illiberal tendencies of the present day. Rather than offer a checklist on how to deal with post-truth, the experts found herein wish to raise awareness and reflection throughout policy circles on the factors that influence our assessment and policy-related work in such a challenging environment.
