Harvesting Golden Opportunities For The Dutch Agri Food Business In China

China is under extreme pressure to meet the growing demand for high-value and safe food of middle- and high-income households. Food security - crucial for socio-political stability – and upgrading food quality and safety have been prioritized by the Chinese government. This offers business opportunities for the Netherlands. The supply capacity and knowledge of the Dutch agri-food sector can contribute to a more diversified and sustainable food supply of trustworthy quality in China. At the same time, however, Dutch companies operating in China experience considerable risks, ranging from an unlevel playing field with Chinese state-owned companies, ill secured intellectual property and rights, unfavorable ownership regulations, barriers for market entry, and foreign competitors. This report aims to provide an impetus for a more strategic Dutch agri-food policy towards China. It discusses the merits of reciprocity as a basis for more intense cooperation between the Netherlands and China based on shared interests in the agri-food domain. It has been commissioned from HCSS and LEI Wageningen UR by the Dutch Ministry of Economic Affairs with the aim of exploring ways in which the Dutch Topsectors Agri & Food and Horticulture & Propagation Materials can strengthen their position in China.

One of the major knowledge challenges in the domain of Resilient and Sustainable Food Systems refers to the integration of perspectives on consumption, patterns that support public health, inclusive value chains, and environmentally sustainable food production. While there is a long record of the analysis of separate interventions, this special issue generates integrated insights, provides cross-cutting perspectives, and outlines practical and policy solutions that address these global challenges.The collection of papers promotes the view that sustainable food systems require thorough insights into the structure and dynamics of agri-food production systems, the drivers for integrating food value chains and markets, and key incentives for supporting healthier consumer choices. On the production side, potential linkages between agricultural commercialization and intensification and their effects for food security and nutritional outcomes are analyzed. Value Chains are assessed for their contribution to improving exchange networks and markets for food products that simultaneously support efficiency, circularity, and responsiveness. Individual motives and market structures for food consumption need to be understood in order to be able to outline suitable incentives to enhance healthy dietary choice.The contributed papers focus on interfaces between food system activities and processes of adaptive change that are critical for overcoming key constraints and trade-offs between sustainable food and healthy diets.

African agriculture is currently at a crossroads, at which persistent food shortages are compounded by threats from climate change. But, as this book argues, Africa can feed itself in a generation and can help contribute to global food security. To achieve this Africa has to define agriculture as a force in economic growth by advancing scientific and technological research, investing in infrastructure, fostering higher technical training, and creating regional markets.

The problem is not President Trump, Brexit, Far Right politicians, racism or Islamophobia. It’s the “Global Shift” from America and Europe to China, India and beyond. As an economist Dr. Mirza is fascinated by the Rise of China from a “dirt poor” country in 1980 to the World’s second largest economy today. This revolutionary achievement has not yet sunk in with Western leaders, economists, the media or the public at large. Imagine living in Europe when Columbus sailed West to find China. European leaders either ignored him or heaped scorn on his bravado. Dr. Mirza believes that Western leaders today are as ignorant of today’s “Global Shift” from West to East as the Eastern leaders of the Ottoman Empire, China and India were, during the 16th-18th centuries of the “Global Shift” then from East to West. This book intends to shed light on that ignorance. It traces the beginning of this “Global Shift” from the Mexican Maquiladoras to China’s SEZs to India’s Call Centres to Indonesia, ASEAN, Brazil and Africa. Dr. Mirza also explains how this “Global Shift” is responsible for the Rise of populism in the West, of President Trump, Brexit and Far Right politicians.

In 2021, the United Nations Secretary-General will convene the Food Systems Summit to advance dialogue and action towards transforming the way the world produces, consumes and thinks about food guided by the overarching vision of a fairer, more sustainable world. The Secretary-General will also convene the High-Level Dialogue on Energy (HLDE) to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.
