FEMA's Risk Management Series publications addressing security risks are based on two core documents: FEMA 426, Reference Manual to Mitigate Potential Terrorist Attacks Against buildings, and FEMA 452, Risk Assessment: A How-To Guide to Mitigate Potential Terrorist Attacks Against Buildings.
