Illegal Unreported And Unregulated Fishing In The Southern Ocean

Illegal, Unreported and Unregulated (IUU) fishing threatens the viability of high seas living resources. This book details the efforts of the Convention for the Conservation of Antarctic Marine Living Resources Commission and the Australian government to adopt complementary measures to deter IUU fishing in the Southern Ocean. It describes how these various measures have proven effective in deterring IUU operators.

This publication contains the proceedings of an OECD workshop on illegal, unreported and unregulated (IUU) fishing, held in April 2004 in Paris. IUU fishing is a worldwide problem which is increasing in scale, and effective strategies are required to deal with this issue in order to ensure the sustainability of the world's fisheries resources. The aim of the workshop was to examine the social and economic factors that drive it, as well as the costs and benefits of alternative strategies to address this often concealed, cross-border activity, with the aim of identifying new more effective methods to deal with it.

The issue of illegal, unreported and unregulated fishing in world fisheries is of serious and increasing concern. This document contains the report and papers presented a meeting of experts held in May 2000, which was organised by the Government of Australia in co-operation with the FAO. The preliminary draft international plan of action elaborated by the experts is appended to the report of the Consultation.

This book offers an analysis of naval constabulary operations, in particular Australian fisheries patrols, and challenges the widely accepted Anglo-American school of maritime thought. In the Indo-Pacific, fisheries and the activities of fishing boats are of increasing strategic importance in Australia’s region – Australia’s Four Oceans. Issues of overfishing, population growth and climate change are placing growing pressure on fish as a resource, and in doing so are making fisheries more significant, and significant on a strategic as opposed to simply an economic or environmental level. When, combined with the growing use of fishing vessels as para-naval forces, it is clear that the activities of fishing vessels, whether fishing or not fishing, are matters of considerable strategic relevance. This book illuminates contemporary seapower challenges, explains and defines maritime security and examines and refines existing theory to advance a set of new or refined concepts to help frame the on-water activities of constabulary operations -- reducing the possibility of on-water miscalculation between states. This book will be of much interest to students and scholars of naval studies and sea power, maritime strategy, maritime security and International Relations.

Le Centre Ifremer de Brest a hébergé la 15e conférence annuelle de l'Association européenne des économistes des pêches. La conférence a rassemblé plus de 80 participants. Les communications ont traité de thèmes très divers touchant aux aspects économiques des usages et de la gestion des ressources et de l'environnement marin, des industries et des marchés. Les débats sur la réforme de la politique commune de la pêche 2002, abordée en plénière, ont montré l'importance de la gestion des pêches pour la recherche économique. Plusieurs communications et une table ronde se sont centrées sur la filière, la consommation et les marchés des produits de la mer : ces thèmes mobilisent de plus en plus l'attention des économistes européens.
